Tender Description

⁠⁠⁠WA Primary Health Alliance (WAPHA), on behalf of the WA Collaborative Commissioning Partnership, is seeking submissions from suitably qualified consultants to support Working Group 1 (WG1)- Governance, Funding and Planning.

The WA Collaborative Commissioning Partnership brings together:

  • The Australian Government Department of Health, Disability and Ageing,
  •  the WA Department of Health,
  •  the Aboriginal Health Council of Western Australia, and
  •  WA Primary Health Alliance.

The Partnership aims to improve the health and wellbeing of Western Australians by working together to deliver a more efficient and effective integrated health system.

WG1 has been established to strengthen joint governance, funding, planning and commissioning arrangements across Western Australia to improve system integration, reduce duplication, and deliver more coordinated, equitable and person-centred care, particularly for priority populations. This will be achieved through the development of practical, scalable and culturally safe tools that support consistent joint governance, funding and planning across metropolitan, regional and remote contexts.

Through this procurement, WAPHA is seeking to engage a consultant with strong knowledge of the Western Australian health system and/or comparable health systems to research, co-design and deliver a suite of evidence-based documents and resources. These include:

  • a Governance, Funding and Planning Framework,
  •  a practical "How to Guide" incorporating relevant WA best practice exemplars, and
  •  a set of actionable implementation recommendations to inform future joint activity under the Partnership.

The successful consultant will work collaboratively with WG1 using an iterative, co-design approach informed by engagement with Aboriginal community-controlled organisations, consumers and people with lived experience. Deliverables are expected to be practical, culturally safe, and adaptable to diverse local contexts, and to support improved coordination, more effective use of resources, and better outcomes for communities across Western Australia.

WAPHA will only consider responses that are able to meet the project delivery timeframes of 1 July to 31st October 2026.

This RFQ invites suppliers to demonstrate their capability, experience and proposed methodology to deliver the required outcomes within the specified timeframes and budget, in accordance with the requirements set out in this Request for Quote and the accompanying documentation. Tender - WAPHA
