Tender Description
The Customer invites qualified and experienced organisations, including research and evaluation consultancies, universities and other entities with demonstrated capability in program evaluation and expertise in AOD systems, to submit an Offer to deliver a 12-month evaluation to be completed by June 2027.
The project has an indicative budget of up to $200,000 (excluding GST), covering all project costs including personnel, travel, lived and living experience participation, and administrative expenses.
The Supplier will:
• evaluate planning, implementation and delivery of the Initiative, including the effectiveness of governance arrangements between the Commission, the Lead PHN and participating PHNs
• assess the extent to which the Initiative has achieved its intended outcomes across regions, including impacts on workforce capability, system integration and early identification and response to AOD-related harms
• analyse variation in delivery approaches across PHNs, including alignment of commissioned activities with Hospital and Health Service (HHSs) Joint Regional Plans, and implications for effectiveness, reach, and value for money
• identify and document effective models of collaboration across government and non-government sectors, including the role of PHNs in coordinating regionally responsive AOD initiatives
• provide practical, evidence-informed recommendations to inform future commissioning approaches, policy development and opportunities for scaling or replicating successful initiatives.
Out-of-scope
The following is out-of-scope for this Contract:
(a) Proposals to fund existing research, evaluations, programs, initiatives, or services will not be accepted.
(b) Retrospective funds, including enhancements to existing work or initiatives, reimbursement of costs already incurred or expended, and any work undertaken prior to the tender being approved will not be eligible for payment.
(c) General operational expenses, purchases, repairs, or assets not related to the work of the evaluation.
(d) Activities that cannot be covered by public liability insurance.
(e) Salaries or wages for permanent or existing staff or other recurrent costs not associated with the evaluation. This includes any professional registration, training, or professional development costs.
