Request for Comment: Procurement Lifecycle Transformation

⁠⁠⁠Horizon Power is seeking your input to support the completeness and accuracy of our Procurement Lifecycle Transformation, specifically for Source to Pay (S2P) system requirements.

This request is not an invitation to respond to, price, or propose a solution against the requirements. Rather, it is a request for comment only, intended to help Horizon Power confirm that the requirements are complete, clear, and do not contain material gaps ahead of a future procurement process.

Purpose of this request

The objective of this review is to:

• Validate that all relevant functional, non-functional and reporting requirements have been captured
• Identify any missing or unclear requirements
• Capture any implementation phasing considerations that should be reflected in the requirements

Procurement context

Please note that:

• This request for comment precedes an open Request for Tender (RFT) for a System Integrator led proposal, covering both implementation services and product licensing
• No evaluation, shortlisting, or supplier assessment will occur as part of this activity
• Participation will not provide any advantage or disadvantage in any future procurement process

Implementation phasing

Horizon Power is planning a two-phased implementation approach, as follows:

• Phase 1: Source to Contract, Supplier Management, and Reporting and Analytics (initial)
• Phase 2: Procure to Pay, expansion of Reporting

This information is provided to allow respondents to highlight any requirements that are phase-dependent, or that may require specific sequencing or dependencies to be considered.
