Tender Description

⁠⁠⁠The Department of Transport and Main Roads (TMR) requires the provision of a Program Advisor (Delivery) for the SCR Natural Disaster Program Team.

The NDP Program Advisor (Delivery) provides strategic and operational leadership across all phases of disaster recovery projects within the Natural Disaster Program (NDP). The role guides Project Managers through planning, feasibility, stakeholder engagement, design development, funding eligibility assurance, and delivery in alignment with TMR’s OnQ Project Management Framework. The position provides high-level technical, commercial, and procurement advice to support effective delivery of transport infrastructure recovery works. The incumbent may also act as Project Director for nominated projects, retaining accountability from preconstruction through to construction delivery.

Key Accountabilities

• Provide leadership across preconstruction and construction phases of the NDP program, ensuring alignment with the OnQ Project Management Framework.

• Guide Project Managers in planning, feasibility assessments, early works development, and delivery strategies for disaster recovery projects.

• Support the delivery of early phase recovery works including emergency and immediate reconstruction projects.

• Provide technical leadership in early phase project development, stakeholder consultation, and detailed design development.

• Ensure preconstruction documentation, project initiation documents, and risk registers meet TMR and DRFA compliance requirements.

• Formulate program delivery strategies that improve cost certainty, program efficiency, and delivery outcomes.

• Oversee preparation, review, and endorsement of DRFA submissions to ensure eligibility and compliance with PMD requirements.

• Provide assurance that project scope, cost, and delivery approaches align with funding approvals and conditions.

• Provide high-level commercial and strategic procurement advice for transport infrastructure contracts.

• Act as Project Director for nominated projects, maintaining accountability through preconstruction and construction phases.

• Provide oversight of project performance, risk management, and milestone achievement.

Vehicle requirements

• 4WD operational and maintained with full comprehensive insurance

• UHF radio

• Lightbar on roof (wired so will operate even if vehicle off)

• Reverse sensor & alarm (squawker or similar)

• Vehicle fire extinguisher

• First aid kit including a snake bite kit
