The Department of Transport and Main Roads (TMR) requires the provision of a Program Advisor (Performance) for the SCR Natural Disaster Program Team.
SCOPE:
The NDP Program Advisor (Performance) provides program-level oversight of the delivery of all Natural Disaster Program (NDP) projects. The role ensures Project Managers deliver projects in accordance with TMR standards across safety, environmental, quality, financial and planning performance, while maintaining compliance with Disaster Recovery Funding Arrangements (DRFA) requirements from project inception through to final completion. The position acts as a senior coordination and assurance role, supporting Project Managers to meet funding, reporting and governance obligations, and regularly interfaces with the NDP Program Management Division (PMD) on matters relating to project creation, funding approvals and ongoing DRFA compliance.
Key Accountabilities
• Provide program-level oversight of NDP project delivery to ensure compliance with TMR policies, procedures and legislative requirements.
• Act as chief action officer supporting and guiding Project Managers in the management of DRFA funding from inception to completion.
• Oversee preparation and submission of DRFA documentation in accordance with TMR NDP submission guidelines and PMD direction.
• Ensure projects are delivered within approved DRFA funding timeframes and eligibility requirements.
• Assist and guide Project Managers in effective safety oversight to ensure compliance with TMR safety standards and legislation.
• Assist and guide Project Managers in quality compliance, including liaison with the TMR Engineering and Technology (E&T) directorate as required.
• Assist and guide Project Managers in managing environmental obligations in accordance with TMR policy and legislative requirements.
• Oversee project performance information including budgets, expenditure, forecasts and schedules maintained in TMR systems (SAP, 3PCM, P6).
• Evaluate project performance and prepare monthly reporting for Natural Disaster update meetings with PMD.
• Ensure appropriate resourcing of projects aligned with funding agreements, including monitoring of direct and indirect expenditure splits.
• Liaise as senior TMR representative with active Contract Administration and Verification (CAV) administrators as required.
• Support procurement of contractors and suppliers in accordance with TMR policies and procedures.
• Assist Project Managers in coordinating construction operations with contractors to achieve milestones and deadlines.
• Develop and maintain effective internal and external working relationships in line with TMR communication policies.
• Maintain a comprehensive understanding of project scope across the NDP portfolio.
• Assist Project Managers to identify, manage and mitigate risks that may impact delivery, funding or compliance.
• Provide management oversight of Project Engineers and Site Engineers.
• Support effective communication between Project Managers, delivery teams, management and the Natural Disaster Program office.
