Tender Description
Shire of Mundaring invites Tenders from suitably qualified and experienced building contractors and structural engineer to undertake the structural wall strengthening for the Brown Park Community Centre, Swan View.
Scope:
Permits, Approvals, and Pre-Start Documentation
- Obtain all required permits, approvals, notifications, and site access authorisations prior to commencing works.
- Submit a construction program, Safe Work Method Statements (SWMS), and Quality Assurance documentation for approval.
- Provide evidence of insurer notifications where applicable (e.g., structural works, roofing works).
Site Establishment
- Establish site facilities and designated contractor work zones.
- Install environmental and safety controls, including exclusion zones and temporary fencing.
- Confirm locations of services and ensure utility protection measures.
Scaffolding, Access Systems, and Working Platforms
- Supply, erect, inspect, and certify scaffolding and other access equipment required for safe access to walls and roof structures.
- Ensure scaffolding meets compliance requirements for roofing inspection and construction work, consistent with BCA and AS roofing installation principles such as safe access, correct fall management, and material handling.
- Maintain access structures throughout the duration of works.
Structural Assessment
Conduct an assessment of existing wall and roof structures, to ensure that current design meets the requirements including:
- Condition assessment and material integrity checks
- Inspection of roofing elements (cladding, tiles, flashing, fixings, gutters) in accordance with roofing standards such as AS 1562.1 and AS 2050.
- Identification of load paths, deformation, corrosion, cracking, and any non-compliance with NCC structural performance conditions
- Document findings and provide a Structural Assessment Report for the final proposed approach signed by a qualified Structural Engineer.
Structural Engineering Design for Strengthening (if at variance with current design)
Develop strengthening design solutions for walls and roofing elements as required to address identified deficiencies if site conditions present any variance to the proposed solution. Ensure all designs comply with applicable Australian Standards:
- AS 4100 for steel strengthening elements (beams, bracing, stiffeners)
- AS 3600 for concrete components, reinforcement detailing, ductility, and serviceability
- AS 1562.1 / AS 2050 for roofing systems including materials, fixings, and wind resistance
- Provide certified engineering drawings and calculations. Procurement of Materials
- Supply all materials compliant with relevant Australian Standards, including structural steel, concrete reinforcement, roofing materials, and fixings.
- Provide a Bill of Materials [BOM] for all materials.
- Provide manufacturer certificates of compliance and material test reports.
Strengthening and Rectification Works
Perform structural strengthening works as per the certified engineering design, including but not limited to:
- Installation of steel bracing, stiffeners, or reinforcement (AS 4100 compliant)
- Structural repair or enhancement of concrete wall elements (AS 3600 compliant)
- Rectification or upgrade of roofing systems, including fixings, cladding, tiles, flashing, and drainage systems in line with AS 1562.1 and AS 2050 requirements for wind, weatherproofing, and installation standards.
- Ensure all works meet NCC structural stability and performance requirements.
Quality Assurance and Inspections
- Conduct regular inspections at key milestones, including pre-start, mid-construction, and practical completion stages.
- Provide Inspection Test Plans (ITPs), weld testing results, concrete test reports, and roofing installation verification.
- Rectify any defects identified during inspections.
Demobilisation and Site Restoration
- Carefully dismantle scaffolding and remove temporary works.
- Restore all areas disturbed by construction to pre-existing conditions or as otherwise specified.
- Remove all debris and waste from site in accordance with environmental requirements.
Handover and Compliance Documentation
- Provide final structural certification confirming compliance with NCC structural performance provisions and all relevant Australian Standards.
- Submit as-built drawings, material records, test results, and maintenance recommendations.
- Conduct a handover meeting and provide final documentation package.
