Burwood Council seeks submissions that deliver a contemporary, high-quality hanging basket program as part of the Burwood in Bloom initiative, with a strong focus on visual impact, seasonal interest, and place-based beautification.
The objective of the hanging basket program is to move beyond a traditional, uniform floral display and instead provide a refreshed and elevated streetscape treatment that creates a clear “wow factor” for residents, visitors, and local businesses. Council is seeking innovative design responses that contribute to Burwood’s identity as a vibrant, welcoming, and attractive urban centre.
Burwood Council invites tenders for the provision, mobilisation, installation, programmed maintenance, and demobilisation of the Burwood in Bloom hanging basket program in accordance with the objectives outlined in Section 2.3.
The Contractor shall deliver a fully managed, end-to-end service that ensures all Burwood In Bloom Hanging Baskets are supplied, installed, maintained, and removed in a safe, timely, and professional manner, while consistently achieving the required presentation and performance standards across the contract period.
The Contractor shall be responsible for achieving the following mandatory outcomes:
• Supply and installation of Burwood In Bloom Hanging Baskets that meet Council-approved design, planting, and presentation standards.
• Delivery of planting displays that provide a high level of visual impact and contribute positively to the public domain and streetscape character.
• Implementation of contemporary, durable, and climate-appropriate planting solutions suitable for exposed urban environments.
• Maintenance of all Burwood In Bloom Hanging Baskets to a consistently high visual and horticultural standard for the full display period, with no unacceptable decline in presentation.
• Compliance with all Work Health and Safety, traffic management, and public safety requirements applicable to installation and maintenance activities.
• Minimisation of disruption to pedestrians, traffic, businesses, and residents during all service activities.
• Prompt rectification of defects, failures, or underperforming plant material at no additional cost to Council.
• Timely and orderly demobilisation at the conclusion of the display period, including removal of baskets and reinstatement of infrastructure where required.
• Delivery of services in a cost-effective manner, with due consideration to whole-of-life costs and value for money.
