Tender Description
The Scope of Works is intended to be a guide for the Contractor to understand the overall requirements of the project.
The principal seeks to appoint a suitably qualified, experienced Contractor to provide all labour, materials, plant, supervision and commissioning necessary to deliver a fully operational system with the below specifications.
System Configuration
The levee pump system shall comprise:
• three (3) engine-driven water pumps
• two (2) smaller duty pumps for initial start-up and standard operation conditions, fitted with inlet screens
• one (1) larger capacity pump for flood conditions
The pumps shall operate on automatic level control with programmed cut-in and cut-out set points.
Pump Specifications
The system shall include the following pumps:
• one (1) xylem NS 3102 MT 3 ~ Adaptive 461
• two (2) xylem 1310S non-clog 3 ~ 2P 50mm
All pumps shall be installed in accordance with manufacturer recommendations and performance specifications.
The Contractor shall ensure pump duty points align with site hydraulic requirements and confirm compatibility with power supply and control systems.
Power Supply and Generator
The Contractor shall supply and install:
• one (1) silent pack generator capable of operating
• two (2) 1.2kW, 3-phase pumps
• one (1) 3kW, 3-phase pump
• 4-pole configuration (1500 RPM)
The generator shall be appropriately sized to accommodate simultaneous pump operation and starting loads.
The system shall include:
• soft starts for each pump
• electrical control cabinet
• level transducers for automatic pump operation
All electrical works must comply with relevant Australian Standards and be undertaken by licensed electricians.
Controls and Instrumentation
The pump system shall incorporate a Techsys Swordfish+ pump control system to manage automated pump sequencing, level monitoring, and system protection.
The control system shall:
• manage automatic cut-in and cut-out level set points
• control staged pump activation
• two (2) duty pumps operating under normal inflow conditions
• automatic activation of the flood pump at predetermined high-level trigger
• interface with installed level transducers
• incorporate pump protection functions including overload, phase failure, and dry-run protection
• integrate with installed soft starters
• provide alarm functionality for high level, pump fault, and system failure
• allow both automatic and manual override operation
The Contractor shall supply, install, configure and commission the Swordfish+ control system in accordance with manufacturer requirements.
The control enclosure shall be mounted in a secure, weather-protected location within the pump shed and clearly labelled.
The Contractor shall provide full configuration documentation and system settings as part of commissioning deliverables.
Civil and Structural Works
The Contractor shall undertake all required civil works, including:
• construction of a reinforced concrete slab measuring 2400mm x 4800mm
• fabrication and installation of a roofed meshed cage to suit the above slab, generator and pumps (see appendix A for reference)
• installation of pump mounting systems
• construction of discharge manifold and associated paperwork
• excavation, trenching and backfilling as required
• site reinstatement upon completion
The slab shall be designed to support pump equipment, generator and associated infrastructure.
Pipework and Manifold
The contractor shall:
• fabricate and install a discharge manifold system connecting all pumps
• install all required pipework, valves, fittings and non-return valves
• ensure pipe sizing accommodates peak flood discharge capacity
• provide screened inlets for the two (2) smaller duty pumps
• ensure that a lay flat hose is connected to the pump pipe outlet, to go over the top of the levee, with camlock fittings or equivalent, to withstand the outlet pressure
• the lay flat hose length needs to reach the lagoon, and needs to fit the diameter of the outlet pipe
All pipework shall be pressure-rated and suitable for the intended operating environment.
Testing and Commissioning
The contractor shall:
• test pump rotation and electrical systems
• confirm soft starter functionality
• calibrate level transducers
• test automatic cut-in and cut-out sequencing
• simulate flood condition activation of the larger pump
• provide commissioning documentation
The system will not be considered complete until full operational testing has been successfully demonstrated.
Works as Executed
The contractor shall:
• submit Works as Executed (WAE) drawings prior to Practical Completion. These drawings must accurately reflect the final, installed state of all works, including all variations from the approved design. Submissions must be in both PDF and AutoCAD (.dwg) formats, certified by a registered surveyor, and clearly marked 'WAE'. Final payment is contingent upon approval of these drawings.
• meet design requirements under Councils 0010 Quality Requirements for Design Standard. These drawings shall be of a standard and size equal or better than the construction drawings and must be certified by qualified engineer. All recorded point locations shall be provided in geographic coordinates expressed as Latitude and Longitude. All digital submissions shall contain point geometry stored in Latitude/Longitude (WGS84) format. Attribute tables shall include separate fields for Latitude and Longitude values.
