Procurement Scope – Preparation and Painting of Concrete Footpath
Project Timing Requirement: All works are to commence after the conclusion of NSW school holidays, no earlier than 20/04/2026.
Priority Scope Note: A priority area totalling 55 m² is to be completed as the primary component of this contract. Contractors must also provide a square metre (m²) rate for any potential additional works beyond this area. Additional work may include 63m² of concrete path.
Slip Resistance Requirement: The concrete paint used must have a Slip Resistance Classification of no less than P4 in accordance with relevant Australian Standards.
1. Project Overview
Tamworth Regional Council seeks a suitably qualified contractor to prepare and repaint an existing concrete footpath located within a high-profile public playground. The works involve surface preparation, application of concrete-suitable coatings, and ensuring site safety throughout the project.
2. Scope of Works
2.1 Site Establishment
• Establish the work area and ensure full separation from the public at all times.
• Supply and install appropriate fencing, barricades, and signage to maintain public safety.
• Maintain secure site conditions for the full duration of works, including during drying/curing periods.
2.2 Surface Preparation
• Inspect the existing concrete footpath and existing paint coating.
• Pressure-wash the entire surface using 3000–4000 psi to remove dirt, debris, loose paint, and contaminants.
• Allow sufficient drying time before coating application.
• Mechanically remove remaining loose or flaking paint where required.
• Clean all residues prior to painting.
2.3 Painting Requirements
• Supply all materials, including a high-quality concrete-compatible paint or coating system suited for high-traffic outdoor environments.
• Apply coating system in accordance with manufacturer specifications, including primers, number of coats, curing times, and environmental conditions.
• Ensure even coverage and a consistent finish.
• Concrete paint used must meet or exceed Slip Resistance Classification P4.
3. Environmental & Safety Requirements
• Comply with all relevant WHS legislation, standards, and council procedures.
• Implement controls to manage overspray, runoff, dust, and noise.
• Ensure chemicals, paints, and wash-down materials are contained and disposed of appropriately.
4. Quality Assurance
• Contractor must demonstrate previous experience with similar concrete coating works.
• All materials must include TDS and SDS documentation.
• Final finish must be uniform and free from defects.
• A final inspection with Council’s representative is required before demobilisation.
5. Deliverables
• Prepared and repainted concrete footpath to the specified standard.
• All safety and environmental controls maintained throughout the project.
• Cleanup and reinstatement of work site upon completion.
• Warranty documentation for materials and workmanship.
• Contractors must supply an estimated project timeline including key milestones and expected completion date.
• Contractors must provide a square metre (m²) rate for any potential additional works beyond the 55 m² priority area.
