Advice on barriers and enablers to mine waste and tailings reprocessing in NSW, including regulatory, commercial, market, technical and operational factors.
Project goals
The project will provide NSW Resources with an evidence base on the barriers and enablers to mine waste and tailings reprocessing in NSW. It will identify the key regulatory, commercial, market, technical and operational factors affecting uptake, and the conditions that may support greater industry participation.
The findings will inform future policy and program design and support broader circular economy objectives under the NSW Critical Minerals and High-Tech Metals Strategy 2024–2035.
Scope
The supplier will provide advice on the barriers and enablers to mine waste and tailings reprocessing in NSW. This includes assessing regulatory, environmental, policy, commercial, market, technical and operational factors that influence whether reprocessing opportunities are progressed.
The work will be delivered in two parts. Part A covers regulatory, environmental, policy, commercial and market factors, including legislative frameworks, approval pathways and market conditions. Part B covers technical and operational factors, including processing technologies, site constraints and infrastructure considerations.
The assessment will be based on desktop analysis of publicly available information and materials provided by NSW Resources. Direct engagement with industry is not required.
Respondents may submit for one or both parts and may propose partnership or subcontracting arrangements.
