Tender Description

⁠⁠⁠Port Macquarie-Hastings Council (PMHC) invites tenders for the provision of a Threatened Fauna and Feral Vertebrate Survey and Monitoring Report for Cairncross Waste Management Facility and Compensatory Habitat.

Council seeks to engage a suitably qualified ecological consultant to complete the second biennial threatened fauna & feral vertebrate survey and monitoring report for the Cairncross Waste Management Facility (WMF) as a requirement of the Cairncross Vegetation Management Plan. The survey will target the 14 threatened species listed in the Request for Tender Part B Specification document, any other NSW and/or Commonwealth-listed threatened species expected to occur in the Compensatory Habitat and any vertebrate pests specified in the Cairncross Waste Facility (CWMF) Vertebrate Pest Management Plan (2024).

Expected outcomes include a report that:

  • Identifies threatened fauna on site, the effect (if any) of the operation of the waste facility on local fauna populations, a comparison of monitoring results to the baseline Threatened Fauna Monitoring Report (Geolink 2025), and provision of future monitoring recommendations (if any). Survey should be conducted in accordance with species survey guidelines and the NSW Threatened Biodiversity Data Collection (TBDC - BioNet Atlas (nsw.gov.au), and should take onboard recommendations from the Threatened Fauna Monitoring Report (Geolink 2025).
  • Identification of feral vertebrate species present onsite, including the number of observations and predicted population estimates, comparison of results with baseline data, and management recommendations in accordance with the CWMF Vertebrate Pest Management Plan 2024 (Ecosure 2024).

Based on the quality of this report (the second biennial report) this procurement provides the opportunity of a two-year extension to complete the third biennial threatened fauna monitoring report in 2028.
