Tender Description

⁠⁠⁠Introduction

Shire of Derby/West Kimberley (the Shire) invites tenders from suitably qualified and experienced consultants to prepare a Concept Design and Master Plan for the Derby Recreation Precinct.

This project represents a strategic opportunity to modernise, consolidate, and revitalise the Shire’s key sporting, recreation, youth, and cultural facilities within a centralised precinct. The Master Plan will establish a clear long-term vision to guide future investment, staging, and funding applications. 

Scope of Services

The successful Tenderer will be required to undertake, as a minimum, the following services.

4.1 Site and Context Analysis

  • Review existing conditions, constraints, and opportunities
  • Consider land tenure, access, services, environmental factors, and surrounding uses
  • Undertake consultation with relevant community members and stakeholders.

4.2 Master Planning and Concept Design

Prepare a high-level Concept Design and Master Plan that considers:

Location of key facilities within the townsite and recreation precinct, including:

  • Football/cricket oval
  • Swimming pool
  •  Youth Centre
  •  Rodeo ground
  • Main sporting oval
  •  Basketball courts
  • Volleyball courts
  • Golf course and turf club integration and management

The plan should also consider

  • Existing sporting club locations and management arrangements
  •  Community groups, arts, cultural and youth activities
  •  Opportunities for shared infrastructure and multi-use facilities
  •  Community gathering spaces, event hosting areas, and youth programs
  •  Potential short-stay accommodation to support sports tourism

4.3 Community and Stakeholder Engagement

The project will involve comprehensive community and stakeholder consultation.

A Community Engagement Lead Consultant will be appointed by the tenderer to:

  • Liaise directly with the Shire’s nominate project lead and Council.
  • Lead consultation activities
  • Develop a Social Impact Framework
  • Support a partnership-based delivery approach

The Tenderer must work collaboratively with the Community Engagement Lead and contribute to engagement activities as required.

Consultation will include the establishment of an engagement with a Community & Stakeholder Reference Group (CSRG), with representation from, but not limited to:

  • First Nations representatives
  • Dambimangari Aboriginal Corporation
  • Emama Nguda Aboriginal Corporation
  • Winun Ngari Aboriginal Corporation
  • Garnduwa Amboorny Wirnan
  • Shire Derby / West Kimberley
  • Department of Creative Industries, Tourism and Sport

4.4 Costing and Staging

  • Provide preliminary high-level cost estimates for proposed elements including operational costings
  • Identify potential staging options aligned with funding availability and priorities
  • Identify major infrastructure requirements and dependencies
