Tender Description

Scope of Work

Rio Tinto is seeking expressions of interest from suitably experienced fire systems contractors for the delivery of critical upgrade works to the Fire Panel and Network Upgrade at Paraburdoo Power Station.

Project Overview

This project involves the brownfield replacement of obsolete fire-detection and alarm-system components at the Paraburdoo Power Station. The scope is strictly limited to upgrading obsolete Fire Detection Control and Indicating Equipment (FDCIE), associated Sub-Indicator Panels (SHCIE), and the site-wide communications network.

The primary objective is to replace the current Tyco model fire panels with addressable Ampac Fire Finder Plus panels to ensure standardisation and reliability across the facility. The upgrade must maintain full functionality of existing fire mitigation strategies while meeting current Rio Tinto and Australian Standards.

Key Work Components

FDCIE/SHCIE Replacement: Perform a like-for-like replacement of Tyco panels with Ampac Fire Finder Plus units at locations including the Main Control Room, Gas Turbines Local Control Rooms, 11kV Switch Rooms, and MCC Rooms.

Network Infrastructure: Install new fire-rated network cabling where required to integrate all new panels into a unified site network connected to the Main Control Room FDCIE.

Graphics System Upgrade: Replace the obsolete graphics system in the Main Control Room with a new Ampac Computer/Graphics system, including updated site-wide block plans.

System Integration: Replicate existing cause-and-effect logic, including interfaces for gaseous suppression systems (FM200/CO2), mechanical shutdowns, and remote monitoring signalling to Rio Tinto systems.

Field Device Replacement: Supply and install Ampac-compatible point-type detectors and Manual Call Points (MCPs) where existing devices are incompatible.

Commissioning: Complete comprehensive functional testing, logic verification, and provision of baseline data/As-Installed documentation in accordance with AS 1670.1 and Rio Tinto Standards.

This EOI seeks to identify contractors with demonstrated experience in:

  • Live‑site, safety‑critical fire system upgrades in heavy industrial environments
  • Legacy fire system migration and OEM standardisation programs
  • Validation and replication of complex fire system cause‑and‑effect logic
  • Integration of fire systems into operational control room environments
  • Compliance‑driven delivery aligned with corporate and Australian Standards
  • Deployment of suitably qualified and accountable fire systems specialists
