Tender Description

⁠⁠⁠Ventia Pty Ltd has been engaged by the City of Sydney to deliver critical compliance and infrastructure upgrades across its property portfolio. As part of this program, we are seeking a qualified fire services contractor to undertake the full upgrade and replacement of the existing fire hydrant, fire hose reel, and associated fire services infrastructure at Town Hall House, located at 456 Kent Street, Sydney NSW 2000.

This package forms part of a staged, live-environment upgrade to bring the building's hydrant system into compliance with NCC 2022, AS 2419.1-2021 and associated fire safety legislation.

Scope of Works

The project involves the supply, installation, testing, commissioning, and certification of a new building-wide fire hydrant system, including:

  • Hydraulic and Fire Infrastructure
  • Installation of a new Sydney Water fire service connection within Kent Street, including all applications, traffic control, trenching, scanning, and permits.
  • Supply and installation of a new Fire Brigade Booster Assembly, inclusive of new booster inlets, testable double check valves, block plans and safe working pressure signage.
  • Installation of all new fire hydrant pipework, test drain pipework, isolation valves, hose reel pipework and associated components across basement levels, plantrooms, office levels and fire-isolated stairways.
  • Provision of a new vertical hydrant riser and distributed ring mains across three pressure zones (Z1, Z2, Z3) with pressure-reduction stations as required.
  • Installation of new fire hydrant outlets and hose reel outlets across all floors, including within stairways, carpark areas, and plantrooms.

Level 26 Plantroom Major Works

Removal of existing bunding, walkways, and redundant tank infrastructure.

Supply and installation of:

a. Two (2) x 36,000 L fire hydrant water storage tanks

b. One (1) x 10,000 L drinkable cold water break tank

c. Fire hydrant make-up water pressure boost pump assembly (Basement B/C)

d. New fire pump room constructed to FRL 180/180/180

e. Two (2) new diesel full-duty hydrant pump sets and one pressure maintenance pump

New ventilation, extraction, exhaust systems, structural modifications, drainage alterations, sprinkler adjustments, and electrical supplies to suit the rebuilt plantroom.

Dry Fire Services

  • New FDCIE interfaces for tank level monitoring, hydrant pump control, isolation valve supervision, flow/pressure switch integration and mimic panels.
  • New fire-rated cabling and support systems installed within risers, cabinets and plantrooms.
  • Associated Works
  • Ground penetrating radar scanning, structural engineering design, coring, X-ray scanning, hazardous materials reporting and remediation.
  • Removal and reinstatement of ceilings, ductwork, and services to allow installation of new pipework.
  • All penetrations sealed to NCC C4D15 requirements.
  • Preparation of updated City of Sydney asset registers and A1 aluminium block plans.
  • Codes, Standards and Compliance Requirements

All works must comply with:

  • AS 2419.1-2021 Fire Hydrant Systems
  • AS 2441-2005 Fire Hose Reel Systems
  • AS 1670.1 and AS 1670.4 Fire Detection and EWIS
  • AS 2304-2019 Water Storage Tanks
  • AS 2941-2013 Fire Pump Sets
  • NCC 2022 Vol 1 (BCA)
  • Vector Alliance Performance-Based Design Report 23098-009
  • All City of Sydney and Sydney Water requirements.

Performance Requirements Include:

  • Hydrant capacity: 30 L/s (3 hydrants @ 10 L/s)
  • Unassisted/assisted operating pressure: 700 kPa
  • Minimum clearances in carparks: 3.25 m AFFL
  • Minimum stairway egress width: 750 mm

Staging Requirements

  • Due to the live, occupied nature of the building, the contractor must:
  • Maintain the existing hydrant system operational until cutover to the new system.
  • Produce a detailed Gantt chart, staging plan and methodology.
  • Present staging to MBM and City of Sydney for review.
  • Ensure access to at least one fire-isolated stairway at all times.
  • Conduct public-area works between 6:00pm and 6:00am.

Site Coordination and Responsibilities

The contractor shall:

  • Manage all site HSEQ obligations.
  • Arrange all traffic control, after-hours access, scanning, and offsite storage if required.
  • Provide dilapidation reports and final "for-approval" coordinated drawings.

  • A 1-hour site walk will be held on:
  • Friday 20 March 2026 at 08:00 AM
