Raedon Street Industrial Subdivision

⁠⁠⁠Scope: Banana Shire Council is seeking Expressions of Interest (EOI) from suitably qualified civil construction contractors to assist with the delivery of a industrial development at Raedon Street, Biloela.

Scope:

Banana Shire Council is undertaking the staged delivery of the Raedon Street Industrial Subdivision, located in Biloela, Queensland, as part of Council’s broader strategy to expand serviced industrial land supply and support regional economic growth. The subdivision forms a critical piece of enabling infrastructure to support existing and future industrial operators within the Shire, including manufacturing, logistics, resource-support and processing activities.

The scope of the Project comprises the delivery of Services for civil infrastructure works associated with Stages 4 to 6 of the subdivision and includes, but is not limited to, bulk and detailed earthworks, internal road construction, stormwater drainage infrastructure, underground services, lot development works and associated ancillary infrastructure. The works will be delivered within an operating industrial environment and must respond to regional construction constraints, including labour availability, supply chain logistics and seasonal impacts.

Design documentation for the Project is substantially complete. Council intends to procure the works using an Early Contractor Involvement (ECI) delivery model to enable collaborative refinement of scope, risk, staging, methodology and pricing prior to any commitment to a Lump Sum construction contract.

Council is subject to external funding arrangements that require demonstration of meaningful construction progress within defined timeframes. The ECI approach is intended to facilitate early contractor engagement, structured risk management, transparent cost development and the potential commencement of early works, while maintaining compliance with the Local Government Act 2009 (Qld), the Local Government Regulation 2012 (Qld) and the Sound Contracting Principles.

Appointment under the ECI Phase does not guarantee progression to construction. Any subsequent conversion to a Lump Sum contract (anticipated to be under AS4000 – Construct Only) will be subject to Council approval following satisfactory completion of the ECI Phase and demonstration of value for money and innovation.Respondents are invited to make an EOI Submission, to become an Invited Offeror, who may at a later date be invited, together with other offerors, to make an offer to provide the Services for the Project. The terms and conditions that apply to the EOI Submission are the Expression of Interest Conditions set out in this EOI, and the subsequent attachments.
