North Burnett Regional Council is responsible for the planning, operation and ongoing stewardship of water supply and wastewater infrastructure across multiple townships within the region. These assets play a critical role in supporting community health, environmental outcomes, economic development and future growth.

Council is undertaking a coordinated program of investigation, planning, design and delivery of water and wastewater infrastructure to address growth demand, asset renewal, service reliability, regulatory compliance and resilience to climate and flood-related events. Delivery of this program requires specialist technical expertise, continuity of knowledge and consistent application of professional standards.

Council seeks to engage a suitably qualified and experienced water and wastewater consultancy to provide professional services under a three-year partnership arrangement. The engagement is intended to support Council’s Water and Wastewater Team across the full infrastructure lifecycle, including reviewing current and recommending additional network modelling, options analysis, design development, procurement support, delivery-phase technical advice and grant funding acquittal.

This Scope of Services defines Council’s requirements for the provision of those professional services. It is structure to clearly articulate the Services, deliverables, interfaces, exclusions and governance arrangements to ensure services are delivered in a technically robust, commercially disciplined and audit-ready manner.

This Scope must be read in conjunction with the Conditions of Contract and the Quotation Form. In the event of any inconsistency, the order of precedence stated in the Contract will apply.
