Tender Description

Uralla Shire Council has undertaken a detailed investigation into stormwater drainage performance and creek condition within the South Uralla catchment through completion of the Uralla Creek Catchment Study and Regeneration Report (GHD, 2025).

The investigation was initiated in response to ongoing flooding and drainage concerns raised by residents, repeated storm damage to Council infrastructure, and observable degradation of the Uralla Creek channel. Historical rainfall events have demonstrated that sections of the existing drainage network do not provide sufficient hydraulic capacity to safely convey stormwater runoff from the contributing urban catchment to Uralla Creek.

The study confirmed that several parts of the drainage system are constrained by:

  • undersized stormwater pipelines,
  • incomplete kerb and gutter infrastructure,
  • informal or uncontrolled overland flow paths,
  • lack of formalised discharge points to Uralla Creek, and
  • reduced creek conveyance caused by sediment accumulation and vegetation encroachment.

These factors combine to produce localised inundation of roads and private property, accelerated pavement deterioration, erosion of verges and drainage corridors, and increased maintenance liabilities for Council.

The affected drainage network services a significant portion of the South Uralla residential area, conveying runoff from Racecourse Road, Rowan Avenue, Plane Avenue, East Street and Maitland Street toward Uralla Creek. Hydraulic modelling undertaken as part of the study identified that improvements must be implemented in an integrated manner, addressing both upstream stormwater infrastructure and the receiving creek environment to achieve meaningful flood risk reduction.

In response, Council proposes to deliver a coordinated program of civil infrastructure upgrades and creek remediation works designed to restore hydraulic performance, improve community resilience to storm events, and protect public and private assets.

This Scope of Works defines the construction activities required to implement the priority works identified through the GHD investigation.
