Tender Description

City of Prospect invites visionary Respondents and consortia to submit an Expression of Interest (EOI) to partner in the delivery of a flagship mixed-use destination: The Prospect Lifestyle Precinct.

This is a rare opportunity to partner with Council to develop three key strategic development sites (see Subject Area Plan p.g. 10), situated at the geographic heart of our city.

The project vision is to transform the underutilised land surrounding the historic Prospect Oval, a site already established as a magnet for people and activity, into a market-leading residential, commercial, and lifestyle destination.

The Prospect Lifestyle Precinct (PLP) is envisaged as a thriving hub that seamlessly integrates medium-density residential living with retail, hospitality, and commercial amenity. Prospect Oval’s legacy provides a powerful foundation for this transformation, allowing us to build a future-focused, economically resilient precinct that drives significant economic activity while funding the revitalisation of world-class sporting and community facilities.

The Partnership

City of Prospect is not merely seeking a builder; we’re seeking a development partner for the life of the project. We’re looking for an experienced organisation or consortium to share the vision, manage the delivery, and drive the sales and marketing strategy.

Critically, this development is identified as one of City of Prospect’s ‘Top Four Priorities’ under the 2023–2027 Strategic Community Plan. For our partner, this commitment translates into strategic alignment, long-term Council support, and the planning certainty required to build momentum.

While a Master Plan has been developed to guide the project’s intent, Council views this as a flexible framework. We encourage respondents to bring their own commercial expertise to the table to refine, optimise, and enhance the Master Plan in partnership with Council.
