ABOUT THE COUNCIL:

Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community.

Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.

SERVICE REQUIRED:

Northern Beaches Council is seeking to engage a suitably qualified contractor for the delivery of a new amenities building to be located at Freshwater Beach.

The project will involve the construction of a 150 sqm (approx.) amenities building, associated pathways and minor landscaping works. The amenity building will host toilet, change and shower facilities, including ambulant requirements, a parent room, external basin, service room(s), external showers, bike and surf racks and public seating areas.

The site, located behind the Freshwater Surf Lifesaving Club, is currently vacant with works expected to commence mid-2026. Two existing palm trees will need to be relocated prior to construction start. The resulting building will tie in with the existing landscape and pathways for public use.

The amenities building consists of a gable fibreglass roof with in-situ concrete walls, exposed roof timber structure and a worked concrete floor finish. Works will include:

- Connection of temporary services

- Any tree/environmental protections as needed for the site

- All works necessary to complete the new building

- Required works for all permanent services and utilities (electrical, water, sewer, stormwater etc.)

- Associated civil works including associated pathways, pits & drainage etc.

- Minor landscaping works including pathway edging and planting

- All commissioning, training, certification and handover requirements

SITE BRIEFING:

An in-person site briefing will be held at on Wednesday 4 March 2026 at 9.30am. Briefing will be hosted at the reserve behind Freshwater Lifesaving Club, adjacent to Kooloora Avenue. Respondents should ensure they review all documents and understand the scope of work before attending the briefing.

LODGEMENT:

Submissions should be lodged in the electronic tender box or in the physical tender box at Northern Beaches Council, Civic Centre, 725 Pittwater Road, Dee Why, NSW 2099 by the time and date nominated. Late submissions may not be accepted.
