Council has recently completed a comprehensive condition audit of all roads under its care and control. The audit assessed pavement condition, structural integrity, surface performance, traffic loading, and risk exposure across the network in accordance with Council’s Asset Management Plan and long-term financial planning framework.
The assessment identified a number of high-stress locations where pavement deterioration is occurring at an accelerated rate. In particular, road intersections were found to exhibit more pronounced distress compared to mid-block pavement sections. Typical defects observed include rutting, shoving, flushing, cracking (including fatigue and crocodile cracking), edge break, and surface deformation.
Intersections are subject to significantly higher stress concentrations due to:
- Repeated braking and acceleration forces
- Turning movements and lateral shear stresses
- Heavy vehicle manoeuvring
- Slow-moving and stationary traffic loads
- Channelised traffic paths concentrating wheel loads
These factors contribute to structural fatigue and surface deformation, particularly where pavement thickness or subgrade support is insufficient for current traffic volumes and axle loads.
As a result of the audit findings, Council has identified a number of priority intersections requiring rehabilitation and/or full pavement reconstruction. The proposed works form part of Council’s ongoing road renewal program and are aimed at:
- Restoring structural capacity of the pavement
- Improving ride quality and safety for road users
- Reducing ongoing maintenance costs
- Extending the service life of the asset
- Mitigating risk to the community
This project represents a targeted investment in critical network nodes to ensure continued serviceability and safety across both rural and township road environments.
