Project goals
Council is seeking tenders from suitably qualified and experienced Tenderers to inspect and recertify the height safety systems installed on council owned buildings and carryout reactive repairs and upgrades as required.
Scope
Canterbury Bankstown City Council has a portfolio of buildings which have been fitted with height safety systems which require annual inspection and recertification.
1. Annual Inspection and Recertification All height safety systems installed on the buildings listed in Appendix 1.0 must be inspected and recertified annually in accordance with the latest editions of the following standards, codes of practice and guideline:
- AS/NZS 1891.2 – Horizontal Lifeline and Rail Systems
- AS/NZS 1891.4 – Anchor Points
- AS 1657 – Fixed Platforms, Walkways, Stairways & Ladders
- SafeWork Australia Code of Practice – Managing the Risk of Falls at Workplaces
- Manufacturer installation and maintenance guidelines
2. Add/Remove Sites
Council reserves the right to add/remove sites the buildings listed in Appendix 1.0 and negotiate pricing for new sites based on similar existing rates.
3. Inspection Team Requirements Inspections must be carried out by a minimum of two staff members who hold Work Safely at Heights training using appropriate PPE and fall-protection equipment. Under no circumstances should an inspector work alone at any council site.
4. Height Safety Rescue Plan A comprehensive height safety rescue plan must be provided to the council prior to commencement. All attending staff must be trained and equipped with appropriate rescue equipment.
5. On-Site Risk Assessment An on-site risk assessment must be completed by the inspector at each site before commencing work.
