Cairncross Cell Expansion and Leachate Management Design

Port Macquarie-Hastings Council (PMHC) invites tenders for a suitably experienced consultant to undertake the detailed design for the Cairncross Waste Facility (WMF) Landfill Cell Expansion and permanent leachate transfer system (Pump station and rising main) in Port Macquarie, NSW.

The first stage of the cell expansions (cells 1A, 1C and 1E) was constructed in 2021, and as part of the progressive cell expansion work an interim leachate strategy has been implemented. The interim system to be in place until the new permanent system is operational which will allow for the next cells to be opened.

We require a detailed design of the cell expansion and permanent leachate transfer system that is considerate to the interim leachate system, noting the permanent system must be operational before the new cell/s are operational. The design will also incorporate allowances of relevant utility connections for future activities.

Detailed design of the remaining waste facility cell expansion and the permanent leachate system (likely to include substation upgrade).

A mandatory pre-tender briefing will be held online using Microsoft Teams on Tuesday 10 March 2026 09:30am (AEDT) to understand the requirements and respond to initial questions. Further site inspections can be arranged by request.

The Potential Tenderer may be accompanied by subcontractors, designers, and others at the tender briefing. However, the Potential Tenderer must advise Tim Veness (PMHC Contact - Project Manager) of the number and names of attendees via email tim.veness@pmhc.nsw.gov.au by Friday 6 March 2026 09:30am.
