Market and Social Research Services Panel Refresh

⁠⁠⁠QGP0075-21 Market and Social Research Services Preferred Supplier Panel (PSP) commenced 15 November 2021 and currently is to expire 30 June 2029. The PSP is open to a variety of Queensland Government and other relevant bodies (Eligible Customers) to seek quotes for required services.

This request invites Applications from new suppliers to join the panel. As outlined in the original Invitation to Apply document, this decision reflects the Queensland Government’s commitment to maintaining a competitive, diverse, and capable supplier base that can continue to meet the evolving needs of our customers.

This process is not a reflection of the performance or value of our current panel members. Rather, it is about ensuring the panel has the capacity, diversity, and specialised expertise required to meet the varied and changing needs of Eligible Customers. Expanding the panel also aligns with the Queensland Government’s procurement policies and its commitment to fostering a competitive and inclusive supplier market.

Suppliers under the current QGP0075-21 panel remain unchanged, and no action is required.

About this Invitation to Apply:

Applications for becoming a preferred Supplier of Market and Social Research Services are being sought from providers for the following research activities:

• Advertising pre- and post-testing, and tracking
• Audience evaluation
• Brand and communication (marketing)
• Community attitudes

Other activities will also be considered.

To be considered for the PSP, Suppliers:

• must conform to the following eligibility requirements:
• have an Australian Business Number (ABN) (must be registered for GST) or Australian Company Number (ACN) (where applicable)
• be insured for, or be willing to obtain, Public Liability for at least $10 million
• be insured for, or be willing to obtain, Professional Indemnity for at least $5 million
• be insured for Workers' Compensation as required by law
• maintain financial viability and have the financial capability to meet their obligations under the preferred supplier panel (PSP)
• be capable of presenting a topic or case study within 48 hours in response to a written request
• be able to meet key performance indicators (refer Part B: PSP Deed, Schedule 3)
• are required to provide Quantitative and/or Qualitative Research Services, including:
• research design
• methodology
• conducting research
• data and/or statistical analysis
• producing reports
• developing recommendations.

   Out-of-scope (excluded) services of this PSP:

• Program evaluation (scoped under GGS0111-24 Professional Services PSP)
• Strategic communication and engagement (scoped under GGS0111-24 Professional Services PSP)
• Creative advertising and production services (scoped under GGS0120-25 Creative Advertising PSP)
• Master media strategy, planning and buying services (scoped under DPC-59--2023 Master Media SOA)
• Academic research
• Online survey tools, such as online survey development cloud-based software applications (scoped under ICTSS.1303B ICT Services Panel)

• are required to:
• confirm the acceptance of all Preferred Supplier Panel Terms and Conditions (comprising the PSP Deed, PSP Conditions, General Contract Conditions and Definitions and Interpretations).
• should read attachments:
• Part A: Invitation to Apply (containing general information about the application opportunity) and
• Part B: PSP Panel Deed (containing requirements, PSP Conditions, General Contract Conditions and Definitions and Interpretations).
• should have the following items on hand:
• ABN (must be registered for GST) and Australian Company Number (ACN) (where applicable)
• Industry accreditation
• Evidence of Association memberships (if held)
• Resume of each key person
• Insurance details.
