Tender Description

The Western Australia Police Force (The Customer) is seeking offers for new force draft cooler systems for the freezer room located in Midland Operational Support Facility – Forensic.

Scope:

The works shall be carried out in accordance with the construction programme, the requirements of the specification and good trade practice. The works shall include all necessary and incidental work and fittings that while not specifically mentioned are necessary for the proper completion of the installation.

The works shall comprise of the following:

• Attending meetings

• Attend user briefing meetings (if required);

• Demolition of existing redundant services;

• Installation compliance certification of engineering systems;

• Installation;

• Detailing and documentation;

• Coordination;

• Submittal of self-certified shop drawings, samples and equipment schedules;

• Supply;

• Delivery;

• Placing into service;

• Site finishing;

• Identification;

• Testing and commissioning of systems;

• Training of relevant site personnel;

• As built drawings and manuals;

• Maintenance and warranties during the 12 months Defects Liability Period.

Mechanical Scope of Works

The mechanical services shall be supplied, installed, tested and commissioned in accordance with all relevant codes and standards.

The Contractor shall provide all manufactured items, materials, tools, plant, ancillaries, fixings, cartage and labour together with all minor and incidental works necessary for complete and proper execution of the contract.

The mechanical services shall include but not necessarily be limited to the following:

• Undertake the removal and demolition scope comprising of but not limited to the de-commissioning and remove of the existing force draft cooler systems, freezer door with heat seal and control panel switchboard. Where the equipment has been removed and it shall be safely stored and return to client upon completion.

• Supply and install force draft cooler (FDC) systems comprising but not limited to air cooled condensing units, indoor fan coil units, refrigerant pipework, pipework insulation, refrigerant, power, controlllers and associated ancillaries.

• Reuse to the existing heated condensate drain pipework and discharge into the existing floor waste in the plant room.

• Supply and install control panel switchboard comprising of but not limited to force draft cooler system controller with a BACnet protocol or gateway interface compatibility, interface and control by the BMCS, wiring, and associate ancillaries.

• Supply and install a freezer entry door with internal safety release and insulation with hard wearing colour bond finish complete with heat seal.

• Electrical for mechanical services comprising of but not limited to mechanical services switchboard, all electrical power and control wiring from the mechanical services switchboard to mechanical equipment. Perform maximum demand calculations. Termination of submains cabling provided by the Electrical Contractor by Mechanical Contractor.

• Modify the base building, Building Management and Control System (BMCS) to interface with the force draft cooler systems:

  • The Incumbent BMCS Contractor is Leopard Controls
  • General fault alarm to the BMCS.

• Size all refrigerant pipework in accordance with the manufacturer's recommendations.

• Confirm maximum allowable refrigerant pipe lengths complies with the manufacturer's recommendations.

• Sealing of penetrations as required to meet all fire, acoustic and air tightness requirements.

• Construction engineering including calculations, equipment selections, technical submissions and samples.

• Seismic restraints including design, calculations and specialist engineer approval. Include details on workshop drawings.

• Penetration through insulated panels shall be vapour sealed with escutcheon plates and silicone sealer

• Pre-commissioning, testing and commissioning in accordance with the Chartered Institute of Building Services Engineers (CIBSE) commissioning codes.

• Operation and maintenance manuals and as built drawings.

• 12 months warranty, maintenance and defects liability period. Refer to AIRAH DA19 (2019) for schedules.

• Labelling.

• Coordination of work with all other trades.

Site Visit

A site visit will be held at 2 Swan Bank Road, Maylands on 25 Feb, 2026 10:00 AM.
