Tender Description

ABOUT THE COUNCIL:

Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community.

Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.

SERVICE REQUIRED:

The works include replacing existing gas pool and domestic hot water systems with energy efficient heat pumps together with new substation at Manly Andrew Boy Charlton (MABC) Aquatic Centre. Works also include new substation and construction trade works to the LM Graham Building Sports Amenities

Plant and equipment for the aquatic centre is housed a smaller single storey masonry building located on Kenneth Road. The building is identified as LM Graham Sports Amenities Building and includes storage and amenities for sporting groups, bike storage and bus stop.

Council is seeking quotes from suitably qualified contractors to carry out the following outline scope of works:

  • Temporary fencing and amenities
  • Demolition works
  • Construction trades including but limited to concrete works, blockwork, structural steel, louvres, metal deck roofing, balustrading, doors and frames, hardware painting
  • Management, supervision and coordination of all trades
  • Site specific safety and environmental management plans
  • Allow for disposal of waste in accordance with Council Waste Management Guidelines
  • Allow for all materials, plant and equipment including heat pumps, heat exchangers, primary & secondary pumps , switchboards, hot water units, associated pipework
  • Substation kiosk
  • Allow for all shop drawings for approval
  • Testing, commissioning and certification
  • Defects rectifications during the12 months Defects Liability Period (DLP)
  • Scheduled inspections and maintenance of services during DLP
  • Fire safety certificate
  • Maintenance, operation manuals, as-builts and handover documentation

The works are to be carried out strictly in accordance with the requirements in this document. To have tenders considered, contractors will need to ensure that all required information requested in the Request for Tender document is provided.

Expected commencement of on-site works July 2026

SITE BRIEFING:

A Site briefing will be held on Tuesday 24 February 2026 at LM Graham Sports Amenities Building, Manly Aquatic Centre at 10.00am. Tenderers should ensure they review the tender documents and understand the scope of work before attending the briefing. (See Part A5 - Conditions of Tender for details).

LODGEMENT:

Submissions should be lodged in the electronic tender box or in the physical tender box at Northern Beaches Council, Civic Centre, 725 Pittwater Road, Dee Why, NSW 2099 by the time and date nominated. Late submissions may not be accepted.
