Background

The Australian Transaction Reports and Analysis Centre (AUSTRAC) Enterprise Portfolio Management Office (EPMO) is responsible for strengthening the agency's enterprise-level portfolio, program and project management capability to support delivery of the Agency Roadmap and broader reform agenda.

As AUSTRAC's portfolio matures, there is an increasing requirement for consistent, recognised, and scalable capability across portfolio governance, prioritisation, benefits management, and portfolio office functions. To support this uplift, the EPMO has identified a targeted need for accredited training in Management of Portfolios (MoP®) and Portfolio, Programme and Project Offices (P3O®).

The Management of Portfolios (MoP®) and Portfolio, Programme and Project Offices (P3O®) frameworks are internationally recognised, widely adopted across the Australian Public Service, and directly aligned to AUSTRAC’s operating context and maturity objectives.

Requirement

AUSTRAC requires the services of an external, accredited training supplier to deliver online Management of Portfolios (MoP®) and Portfolio, Programme and Project Offices (P3O®) training to a cohort of agency staff based in Canberra, Melbourne and Sydney. The supplier must be able to provide both Foundation and Practitioner level training in each course.

The supplier should be accredited to provide the training by the relevant certifying body for the courses: PeopleCert International Limited. The certifying body also refers to MoP® as "PRINCE2 Portfolio Management" and P3O® as "PRINCE2 Project, Programme, Portfolio Office Management".

The supplier must be able to deliver each of the courses as instructor-led virtual training courses to a minimum of six (6) participants per course, with the option to scale up to an anticipated maximum of twelve (12) participants. The instructor-led virtual training must cover the Foundation and Practitioner levels for each course.

The supplier should be able to provide the courses within the following time frames:

MoP® – Management of Portfolios

  • MoP Foundation - 2 days
  • MoP Practitioner - 1 day

P3O® – Portfolio, Programme and Project Offices

  • P3O Foundation - 2 days
  • P3O Practitioner - 1 day

The following goods and services must also be provided as part of the training:

  • Comprehensive digital course materials
  • Official digital copies of the MoP® and P3O® textbooks
  • Foundation and Practitioner examination vouchers for each participant
  • Examination retake guarantee for both Foundation and Practitioner course levels (where applicable)

Participants must be able to complete the Foundation and Practitioner level examinations for each course online upon completing the relevant training and any required self-study.

The supplier’s specified personnel must be able to obtain and maintain a minimum Baseline security clearance, with an existing Baseline security clearance being desirable.
