This Tender is invited by the Issuer.
The Australian Electoral Commission (AEC) is currently delivering two Tier 1 investment programs – the Election Systems Modernisation Program (Indigo Program) and the Funding and Disclosure Reform Program (FAD Reform Program). Both programs seek to modernise how the AEC delivers its electoral and regulatory services and the agency’s website is a key channel for external stakeholders to engage with these services.
However, the current AEC website and associated web applications have been developed sporadically over many years, with a range of development methods, technologies, infrastructure and content. This results in:
- External stakeholders experiencing a fragmented user experience, branding and user interfaces (that also may not meet expected accessibility standards).
- Unnecessary technical complexity leading to risks and issues related to supportability, stability and problem diagnosis.
- Higher infrastructure costs, including sub-optimal use of cloud innovation and capability.
- Increased operational overheads, including issues related to IT workforce planning and resource sustainability.
- Challenges related to security and accessibility compliance.
To resolve these identified issues, a multi-year, multi-stream project to modernise and uplift the AEC website is proposed to be undertaken as part of the FAD Reform Program web modernisation stream of work.
The Business Analyst will work with the Project Manager and Program Executive, plus other individuals across the AEC to assist in the successful delivery of the new website.
The candidate must hold an active Baseline clearance prior to commencement.
