Tender Description

Mid-Western Regional Council (MWRC) is seeking quotations from suitably qualified and experienced Quantity Surveyors to prepare a cost plan for lodgment with a DA in support of the Riverside Caravan Park Masterplan.

The Riverside Caravan Park development is anticipated to be delivered in staged works over a long-term period, potentially up to 30 years. The purpose of the Quantity Surveyor report is to provide Council with an indicative whole-of-development cost framework to inform strategic planning, staging, and future budget considerations.

The report is to include, but not be limited to, costs associated with the following components of the development:

1.Site & Civil Infrastructure

  • Internal roadworks and associated civil works (roll back kerb, calming devices)
  • Erosion and sediment control (construction and permanent)
  • Stormwater infrastructure
  • Water supply infrastructure
  • Sewer infrastructure
  • Pavements to caravan sites (concrete slabs, pads, aprons)
  • Boom gate installation, line marking & directional signage
  • Temporary flood protection, erosion & sediment control

2. Caravan & Camping Sites

  • Provision for 6 K-hub’s / sullage points
  • Site numbering, markers & bollards
  • Dump point

3. Electrical & Communications

  • Wi-Fi network coverage throughout caravan park
  • Security system with 12 CCTV points
  • Door access key and fob system, 6 sites
  • Electrical service providers power upgrades & metering upgrades
  • NBN upgrades

4. Lighting & safety

  • Internal road & pathway lighting
  • Wayfinding & directional signage
  • Fire control & water supply upgrade
  • Calming devices

5. Landscaping

  • Removal of trees as per landscaping plan
  • Landscaping as per plan
  • Irrigation

6. Infrastructure

  • Demolition of existing structures and infrastructure
  • Construction of new buildings, including amenities block, reception buildings, storage shed/workshop and any other proposed structures
  • Existing amenities near carwash will be refurbished

7. Amenities

  • Camp kitchen
  • Laundry fit-out
  • Drinking station
  • Car wash bay

MWRC requests that the cost plan identify any additional infrastructure, facilities or enabling works typically required for a caravan park redevelopment of this nature, including allowances for future staging, compliance, escalation and contingencies, and clearly state all assumptions

Exclusions:

  • New cabins to be excluded

QS report must be able to be completed & submitted back to Mid-Western Regional Council by 27th February 2026

Verification via eftsure may be required by the successful tenderer

Additional information obtained by Mid-Western Regional Council will be supplied to the successful tenderer
