QBCC Standing Offer Arrangement (SOA) For the Supply of Engineering and Trade Consulting Services

The Queensland Building and Construction Commission (QBCC) is seeking suppliers to provide specialist engineering, general building, and trade consulting services as part of a new Engineering, General Building and Trade Panel. Services include inspections, technical reporting, and expert advice across categories such as roofing, waterproofing, plumbing and drainage, termite management, passive fire, painting, refrigeration and air-conditioning, and multiple engineering disciplines including structural, geotechnical, and building services.

The panel will support statewide service delivery and vendors may be required to work across metropolitan, regional, and remote Queensland. Services may be delivered onsite where inspections are required, or remotely when preparing reports that do not require physical attendance.

The contract commencement is from 1 July 2026.

The panel will provide specialist technical capability where QBCC inspectors are not qualified or permitted to perform the required work due to licensing or workplace health and safety restrictions. Suppliers must be able to produce high-quality reports aligned with QBCC’s Rectification of Building Work Policy and evidentiary standards for tribunal or court proceedings.

All panel members will be required to complete QBCC’s onboarding program and annual refresher training to ensure consistency, regulatory compliance, and alignment with reporting expectations. Vendors must hold all relevant qualifications, licences, registrations, and insurance and be able to support service delivery across Queensland.
