Port Authority is seeking proposals from suitably qualified and experienced consultants to undertake a Back-Office Transformation and Data-Driven Capability Assessment.

In recent years, Port Authority's technology investment has been primarily focused on operational and navigation systems to support safe and efficient marine traffic. As a result, a number of corporate and back-office systems supporting functions such as Finance, Procurement, Asset and Works Management, Property Management, Customer and Stakeholder Management, Legal, Safety and Risk have become fragmented, outdated, and increasingly unfit for purpose.

These limitations constrain end-to-end process integration, reduce data visibility, increase operational and governance risk, and limit Port Authority's ability to make informed, data-driven decisions. In response, Port Authority is commencing an initiative to assess the current back-office environment and develop clear, evidence-based options and a roadmap for modernisation.

The purpose of this Request for Tender (RFT) is to

1. Engage an independent consultancy firm, who will then.

2. Perform a diagnostic assessment of the current state

3. Evaluate improvement and transformation options

4. Provide practical and prioritised recommendations

5. Uplift back-office capability, data maturity, and decision-making capacity at Port Authority
