Tender Description

⁠⁠⁠The Department of Housing and Works (‘DHW’) leads the planning, procurement and management of the Government’s office accommodation portfolio, so that priorities and agencies’ office space requirements are met with the view to maximising efficiency and effectiveness while minimising the cost.

PropertySolve (Mark Stott) has been appointed by DHW to conduct a request for expressions of interest process (‘Request’) for fitted office accommodation located in the Perth CBD and Eastern CBD fringe.
DHW is seeking office accommodation, with a net lettable area of approximately 4,000 sqm.
Due to timing requirements, fitted-out premises are preferred.

The intent of this Request is to seek a potential site that can accommodate the requirements as outlined in this request, and to obtain proposals outlining the commercial terms being sought by the Respondents. Following the review of proposals, a shortlisting process may be undertaken by DHW to determine the preferred site(s) that best meet the requirements and to which further negotiations may be conducted.

It should be clearly understood that DHW is not obliged to select a Respondent and reserves the right to reject any or all of the responses and/or negotiate independently with any party.
DHW may also use this Request for other government accommodation requirements, should they arise. DHW also reserves the right to enter into negotiations on any aspect of the response, including any Landlord or base building works that may be required.
If DHW is able to reach an agreement with a preferred Respondent, it is envisaged the parties may, subject to negotiation and agreement on all terms and conditions, enter into a binding lease.

Accommodation Requirements

DHW is seeking to procure quality office accommodation that meets the following requirements:
In reference to the PCA Office Quality Grade Matrix, the following Building Grades for Existing Building’s will be considered:

• Premium Buildings
• Grade A Buildings
• Grade B Buildings

Preference is for the following:

• An existing building
• Fitted-out office accommodation to a modern standard, including access to training room facilities.
• Ability to accommodate flexible working arrangements.
• Large contiguous floor plates (above 1,000 sqm) are preferred.
• Good depth of natural light, ease of circulation and accessibility.
• High level base building services including Universal Accessible Toilets.
• Good level of building security; and
• Building amenity including modern end-of-trip facilities, café, outdoor/green space.
