Tender Description
Scope Briefing:
North Burnett Regional Council is the trustee owner of the Biggenden Aerodrome reserve in Biggenden, Qld, located at Lot 124 CK3474, Airstrip Road.
Council is inviting written tender submissions in accordance with section 227 of the Local Government Regulations 2012 for the leasing of Areas A & B on this land at Airstrip Road.
Lot Specifications:
Areas A & B are located in a recreation and open space zoned area under the North Burnett Region Planning Scheme (Version 1.4). The purpose of this reserve is recreation and landing of aircraft and tenderers' activities will need to align with the approved purposes of this zone and the reserve. The current planning scheme can be viewed through the council's website: NBRC-Planning-Scheme-Rev-1.4-170820.pdf.
Tender submissions for the purpose of grazing livestock activities will also be considered.
The Biggenden Airstrip is an uncontrolled grassed strip with no on-site services.
Area A:
Area A is approximately 4.94 ha in size. The area is a mixture of trees and native grasses. Access is via the gravel aerodrome service road, which connects to Airstrip Road.
The site is in the process of being formally surveyed.
Area A is currently unfenced; as this area is part of the airstrip, maintaining safety for private aircraft using the airstrip is a key requirement for the successful tender.
If the successful tender will be grazing livestock, suitable fencing will be required to be installed (at cost to the tenderer) around this area. The standard of fence must prohibit stock wandering onto the airfield.
The design of the fence will be subject to the type of livestock and council officer approval.
No assets or buildings exist on this site. No services or utilities are connected to this site.
Area B:
Area B is approximately 13.4 ha in size. The area is cleared vacant land with native grasses. Access is via the gravel aerodrome service road, which connects to Airstrip Road.
The site is in the process of being formally surveyed.
Area B is currently unfenced; as this area is part of the airstrip, maintaining safety for private aircraft using the airstrip is a key requirement for the successful tenderers.

Lease Terms:
The council can accept submissions from commercial, private and Not for Profit (NFP) entities.
Council may accept the tender most advantageous to it and not necessarily the highest.
Council also reserves the right to not accept any tender submission.
Areas A & B are being leased on commercial terms: these areas are not eligible for not [1] For-Profit rental rates.
Annual lease fees will be payable upon execution of the lease and then annually on the 1st of July.
All successful tenderers will be required to hold public liability insurance with a value of $20 million.
Successful tenderers will be responsible for any and all costs associated with the council’s preparation of the area and registering the lease agreement (this will include surveying fees of up to $3500 and title registration costs of up to $2000).
Successful tenderers will be responsible for all outgoings applicable to the site, including but not limited to services and utilities, water access and service charges, waste charges, electricity and any government levy or charge relating to the site (where applicable).
The Council's Standard Terms (Annexure 2) will be included in all lease agreements.
Council is leasing Areas A & B on an ‘as is’ basis and the successful lessee will be required to accept this condition within the lease.
Term Length:
Council is willing to consider term lengths of up to 10 years.
You are welcome to request shorter term lengths within your submission which Council will consider.
Lease Rent:
Tenderers can submit any price offer for a lease area.
Your offer must be on commercial terms (considering current leasing market values, term length, and future rent CPI) and include acceptance of the costs of surveying and lease registration.
Tender Evaluation:
Tender Criteria - Please address the below criteria as applicable in your tender response.
North Burnett Regional Council is required to ensure sound contracting principles are applied in accordance with section 198 of the Local Government Regulations 2012; as such, the following criteria will be assessed in each tender submission and a score will be provided based on the criteria.
Some guidance is provided against each evaluation criterion for tenderers to consider, but Council is not limited to this guidance as the only source of consideration in their evaluation process.
A) Value for Money (Which submission provides the best financial and value for-money outcome for the Council and the local community. Value for money will also be assessed and determined against other criteria, including term length requested, intended use, risk analysis, and compliance with reserve land legislative requirements) - 60%.
B) Open & Effective Competition (While not allocated a score for evaluations of submission, is achieved by way of the public tender process using multiple public methods of informing buyers and the community).
C) Development of local businesses, industry & community job creation – 10%
D) Work Health and Safety and Environmental Protection applicable to proposed tender activities (risk to the airstrip and the local environment will be assessed against the intended tenderer's use of the area and included in submission documentation) – 25%.
E) Ethical Behaviour and Fair Dealing (Have any conflicts of interest or relationships with Councillors or Council employees been declared in the tender submission) – 5%.

Tender Submissions Close Friday, 27 February 2026, 5:00 PM.
All submissions must be made on the Council-provided tender application form and lodged to admin@northburnett.qld.gov.au by the due date.
