Infrastructure SA (ISA) is legislatively mandated to advise the South Australian Government on infrastructure matters, prepare a 20-Year State Infrastructure Strategy every five years, produce an annual Capital Intentions Statement, and provide investor assurance for capital projects valued at $50 million or more. To support these functions, ISA maintains a rolling program of research and studies addressing emerging challenges, opportunities, and potential infrastructure needs.
This study responds to an action that has been assigned to ISA to support the implementation of the Regional Plans prepared by the State Planning Commission and adopted as government policy in early January 2026. ISA has an action to investigate the opportunity for low-density, off-grid housing utilising alternative energy, water, and waste systems to reduce reliance on public infrastructure and unlock housing development in regional locations.
