Tender Description

Western Bay of Plenty District Council (WBOPDC) has identified multiple locations within the Waihī Beach catchment where stormwater infrastructure upgrades are urgently needed to address surface flooding, drainage limitations, and aging assets. These issues have been raised through community engagement, operational feedback, and site-specific investigations.

To deliver these upgrades efficiently, WBOPDC is combining four distinct stormwater projects under a single construction contract, structured into separable portions. This approach supports cost efficiency, streamlined procurement, and contractor mobilisation benefits, while enabling staged delivery.

The Contract will deliver the following:

• Separable Portion A – Wilson Park & The Crescent Stormwater Improvements

Implementing concept design measures to enhance stormwater capacity and reduce flooding impacts in areas affected during the May 2023 storm event.

• Separable Portion B - Athenree Montessori Flood Alleviation Works

Upgrading swales, culverts and driveway crossings to address localised flooding near an early childhood facility.

• Separable Portion C – Didsbury Drive mound Removal

Removing an earth mound obstructing overland flow and installing scruffy domes to improve drainage near 4 Didsbury Drive.

• Separable Portion D – Beach Road Boardwalk Drain Replacement

Replacing approximately 60 metres of aging timber boardwalk stormwater channel with a concrete pipe, including full surface reinstatement.

These projects reflect Council’s ongoing commitment to addressing known flood risks, improving community resilience, and maintaining levels of service. If not addressed, existing flooding issues are expected to continue, with ongoing impact to private properties, accessways and community wellbeing.
