Drug and Alcohol Testing Services

Cairns Regional Council seeking submissions and competitive rates from Testing Providers for the provision of drug and alcohol testing services for all individuals engaged in any capacity to perform work on its behalf. This includes Council employees, contractors, subcontractors, labour hire and temporary workers, apprentices, trainees, work experience students, and volunteers.

The successful Testing Provider will be required to establish and maintain documented procedures that fully comply with all relevant legislative requirements, Australian Standards, and industry guidelines. These procedures must address all aspects of the testing process, including onsite testing, laboratory confirmation (where applicable), confidentiality, reporting of results, and record management.

Cairns Regional Council is committed to maintaining a safe and healthy workplace, and the implementation of reliable drug and alcohol testing services is an essential component of its workplace health and safety program.

Enquiries: Tender enquiries, questions or clarifications should be directed via the online forum. Cairns Regional Council officers are unable to respond to verbal enquiries in relation to the tender. The forum will close five days prior to the closing time and date. Please ensure that all questions, information requests and clarifications are posted prior to this time.

Lodgement of Submissions: Completed responses must be lodged by uploading the submission to the etender portal, using the response forms within the tender documentation.

We strongly recommend that you begin uploading your tender submission files at least two (2) hours BEFORE the tender closing time.

Late, verbal or emailed tenders may not be accepted and will be subject to Council's sole discretion.

Submissions will not be opened publicly. The lowest or any tender may not necessarily be accepted.

Council reserve the right to change the specifications prior to making a decision on the submissions received in response to this invitation.

Council may invite all Respondents to change their submission to take into account any change in the tender specifications.

Tenders are to remain valid for a period of 120 days from the Closing Time.
