Requirements

The Department of Veterans Affairs (DVA) seeks to engage a Microsoft partner to maximise value from its Microsoft 365 E5 licensing investment across the organisation. DVA has procured E5 licences for all staff but recognises that not all premium capabilities are currently enabled or operationalised. This Statement of Requirements (SOR) defines the outcomes, requirements and evaluation criteria for selecting a qualified supplier to deliver a comprehensive capability uplift program and support DVA to deliver and implement innovative and leading-edge AI solutions

Early Value Requirement

Up-front value is critical to the success of this engagement. DVA has priority outcomes that must be delivered within the first six months of the commencement of the contract, including delivering functioning exemplar solutions and rapid capability uplift. Successful suppliers will demonstrate early, tangible value for DVA through:

  • Functioning solutions delivering measurable productivity improvements
  • Improved governance maturity and security posture
  • Visible operational benefits justifying DVA's E5 investment
  • Quantifiable efficiency gains within the initial delivery phase

Subject to successful early delivery and demonstrated value, DVA may extend the engagement on a longer-term basis. Suppliers should structure their proposed approach to prioritise early wins and measurable outcomes within six months.

Delivery Context

The successful supplier will provide guidance on governance frameworks, deliver exemplar solutions, and transfer knowledge enabling DVA to confidently adopt and scale modern content services, automation, data insights and safe AI capabilities, all within the scope of existing E5 entitlements. Work will be delivered collaboratively with Services Australia (Services Australia), who retain Global Administrator privileges and responsibility for tenant-level compliance and configuration. The successful supplier will need to demonstrate strong multi-layered stakeholder engagement experience to ensure business needs (user journeys) and strategic priorities are aligned.
