Tender Description

The Town is seeking a suitable quality Contractor with an understanding of and experience with the Caravan Parks and Camping Grounds Act 1995 and associated Regulations, to:

Phase 1

Undertake a review of the Town’s existing McGregor Street RV Overflow Facility and the Town’s current approach to management and operations and provide recommendations for the Town to improve operational efficiency and effectiveness.

Phase 2

Incorporating any relevant findings from Phase 1, undertake a site selection process for the establishment of a new, larger RV overflow facility.

Phase 3

Incorporating relevant findings from Phases 1 and 2, deliver a feasibility study for an expanded RV overflow facility, based on the findings of the site selection process.

In order to successfully deliver the project, the successful contractor will need to consider:

• The current operation model of the RV Overflow, including service delivery, labour resource requirement and socio-economic impacts.

• Current legislation, local planning framework and other restrictions that influence the establishment of overflow areas.

• Current profile and trends of RV visitation and tourism within each of the Town’s localities.

• Access to tourist attractions, visitor amenities (e.g. dump point, shopping centre), public spaces, and other key points of interest.

• Future market demand for RV overnight stays based on tourism trends, and the supply of local infrastructure and amenities, and regional campaigns.

• Case studies of successful practices from other local government authorities in Australia that have similar market demand and/or local profile of RV travellers visiting the region (i.e., City of Karratha, City of Kalgoorlie-Boulder), and how they balance the local amenities capacity, economic benefits and private operator concerns.

• Alignment with State Government tourism priorities.

• Any state or commonwealth government regulations or impediments to RV Overflows in the north-west.
