RFQ - Independent Review of Road Network Valuation

⁠⁠⁠The purpose of this engagement is to undertake an independent technical review of Circular Head Council’s valuation of its sealed and unsealed road network assets, with specific focus on:

• The appropriateness and consistency of unit rates

• The reasonableness of professional judgement and assumptions

• The alignment with relevant accounting, valuation, and asset management standards

The review will support confidence in the reported asset values used for financial reporting and asset management planning.

Scope of Assets

The review is to cover, at a minimum:

• Sealed roads (including pavements, wearing courses, base and sub-base layers where applicable)

• Unsealed roads (including formation, gravel layers, and associated works where included in valuation)

• Any associated road components included in the valuation (e.g. shoulders, kerbs where relevant)

Bridges, drainage, signage, and other transport assets are excluded unless explicitly included in the supplied valuation.
