Collection, Transport and Beneficial Use of Sydney Water Biosolids - Expression of Interest

⁠⁠⁠Sydney Water intends to issue a Restricted Tender for Biosolids Contracts to the market. This EOI and subsequent tender considers two separable portions.

Project goals

Identify suitable proponents for subsequent selective tender process for biosolids management services.

Scope

Sydney Water has around 21 water resource recovery (WRR) facilities that produce organic solids (sludge) during wastewater treatment. This sludge is collected and processed before being converted into a safe, stable, nutrient-rich fertiliser product called biosolids. The biosolids we produce and capture in the treatment process are currently beneficially re-used in agriculture, composting and land rehabilitation. The NSW EPA draft Resource Recovery Order and Exemption 2025 (RROE 2025) may significantly restrict the beneficial use of biosolids for land application and composting from certain WRR facilities.
