GSNSW seeks a vendor to rapidly build a cloud AI/ML PoC aligned with NSW AI Framework using Microsoft Fabric, ESRI ArcGIS, transformed GSNSW public data and skilled data science/engineering resources.
Project goals
The GSNSW AI/ML PoC application development requires a suitable vendor to rapidly design and build a small-scale, stand-alone proof-of-concept (PoC) cloud-based AI/ML (artificial intelligence/machine learning)-capable application using available off-the-shelf technology within a software-as-a-service (SAAS) and/or Platform-as-a-service (PAAS) solution. Alignment with the existing Microsoft Fabric and ESRI ArcGIS platforms is preferred The supplier will need to provide suitably qualified and experienced data science and data engineering and other skilled resources to support the geoscience data transformation and PoC design, development and implementation based on an extract copy of GSNSW publicly available data. The solution will comply with NSW AI Assessment Framework requirements and adhere to mandatory AI ethics principles for NSW government.
Scope
The GSNSW AI/ML Proof of Concept project seeks a vendor to rapidly design and build a small, stand‑alone cloud-based AI/ML application using off‑the‑shelf SaaS and/or PaaS technology. The solution should align with existing Microsoft Fabric and ESRI ArcGIS platforms used by the Department. GSNSW will provide diverse spatial and non‑spatial geoscience data in structured and unstructured formats, with data transformation and modelling into knowledge graphs included in scope.
Out of scope items include integration with internal government networks or infrastructure, non‑GSNSW or confidential data, bespoke custom coding, and development of generative AI models, large language models, agentic AI, or deep‑learning systems.
The supplier must provide suitably qualified data science, data engineering, and other skilled resources to support data transformation and the design, development, and implementation of the PoC, using an extract of publicly available GSNSW data.
The solution must comply with the NSW AI Assessment Framework and adhere to mandatory NSW Government AI ethics principles. The PoC will have a limited life and remain active only for a short demonstration period after completion.

Scope options Use of alternative technology solution to Microsoft Fabric if justifiable may be considered if the solution can be shown to provide a similar or better capability however MS Fabric is the Department’s AI platform and is preferred.
Participation on this opportunity is limited to Advanced Registered suppliers on the SCM0020 ICT Service Scheme registered in Category M - System and Software. Tender Responses from suppliers that do not meet these requirements will not be accepted.
