Tender Description

LIFEGUARD SERVICES

Council requires the provision of adequate and compliant lifeguard services to undertake the duties outlined in 5. Technical Specifications.

Lifeguard services must provide active and continuous supervision of all aquatic areas, ensuring constant vigilance over the main lagoon, waterfall and toddler pool.

In addition to water supervision, lifeguards are also responsible for comprehensive supervision across the entire precinct, maintaining oversight of all surrounding spaces and patron activity.

These services include undertaking preventative safety actions, responding rapidly and effectively to incidents within the water and throughout the precinct, encouraging responsible patron behaviour and responding to public queries.

Lifeguards must present a professional, visible and approachable presence at all times to support safe and enjoyable use of the facility

OPERATIONAL SERVICES

Council requires a suitably qualified operations specialist, to undertake the duties outlined in 5.Technical Specifications.

This role is responsible for overseeing the mechanical plant operations for the lagoon, including pumps, sanitation systems, chemical dosing and all associated mechanical components required to maintain compliant water quality.

In addition to plant operations, the role will identify maintenance needs, undertake required operational cleaning and provide timely information to Council regarding completed and maintenance activities required within the precinct.

This position must be dedicated exclusively to operational services and is not permitted to perform lifeguarding duties, other than in an emergency.

FOOD AND BEVERAGE

The Contractor must provide food and non-alcoholic beverage services through a temporary café, food truck or similar operation, along with ample and suitable café furniture.

A detailed proposal outlining the intended service model, including a sample menu, must be submitted as part of the tender submission.

The Contractor is responsible for supplying, operating and maintaining the food truck or mobile unit, including all associated utilities (excluding electricity, which will be provided and paid for by Council subject to the proposal and power requirements) and operational needs such as waste management, plumbing, water and any other necessary infrastructure.

All food and beverage services, furniture and associated equipment must present well, remain in good condition and pose no safety risks to the public.
