Tender Description

Revenue NSW seeks to implement a secure online platform that enables nominated staff to access verified company and land data to support compliance activities and investigations.

Project goals

Revenue NSW is responsible for the fair administration of state taxation and revenue on behalf of the people of New South Wales. Our core functions include collecting taxes and duties, managing fines, administering grants and subsidies, and recovering debt to ensure equitable outcomes for the community. These activities are essential to supporting government priorities and delivering services that benefit the people of NSW.

To maintain integrity and effectiveness in these functions, Revenue NSW requires timely, accurate, and verified information to support compliance activities, operational investigations, and informed decision-making. Access to reliable data is critical for detecting non-compliance, assessing risk, and ensuring fair and consistent outcomes.

Revenue NSW aims to implement a secure, browser-based online platform that enables authorised staff to access verified company and land information. The platform must:

  • Support structured searches and reporting from trusted data sources.
  • Provide role-based access controls and authentication aligned with NSW Government security standards.
  • Include administrative functionality for managing user permissions and full audit logging of user activity.
  • Be scalable to accommodate future growth and evolving business needs.

Capability to meet functional and technical requirements:

Ability to meet the functional and non-functional requirements

set out in the Statement of Requirements, including holding ASIC Information Broker approval, NSW Land Registry Services (NSW LRS) authorisation, realtime/near real-time processing, and overall alignment with NSW Government security and compliance standards.

1. Proposed licensing model flexibility:

Flexibility, scalability, and adaptability of the proposed licensing model over the contract term, including the ability to meet variable demands relating to fluctuating transaction volumes (i.e. peak taxing periods), ability to incorporate additional data sources if and when the need arises, and an ability to provide technology upgrades if called upon (i.e. API connectivity or automated search activity based on large scale entities of interest).

2. Implementation and transition approach:

Quality and achievability of the proposed implementation and transition plan, including onboarding, configuration, testing,handover, and measures to minimise disruption to existing operations. It is highly desirable to have a test/development environment to support ongoing training requirements without accessing real time information.

3. Support and service delivery model:

Proposed maintenance and support arrangements for the solution, including responsiveness, SLAs, escalation protocols, and long-term service sustainability.

4. Experience, innovation, compliance with Conditions of Contract:

Proven track record in delivering similar services within government or large enterprise environments, with relevant references.

Innovative approaches that enhance usability, provides value for money, performance, scalability, or future adaptability.

Requested departures (if any) to the Conditions of contract and the impact of those departures on the delivery of the Project.
