Technical Advisory Role
1. Position Overview
The Senior ICT Advisor will provide strategic leadership, specialist technology advice, and expert guidance to support the Department of Parliamentary Services’ (DPS) digital transformation agenda. The role will work directly with the Branch Manager, Digital Capability and Operations Branch and collaborate closely with executives and stakeholders across the Australian Parliament House (APH) to identify strategic priorities, analyse current challenges, and translate opportunities into actionable initiatives. The advisor will support the development of the Department’s technology roadmap and enable whole‑of‑government coordination of technology investment, prioritisation, and digital capability uplift.
2. Scope of Services / What You Will Do
The Technical Advisor will be required to:
1. Undertake an environmental, capability and maturity scan across DPS and prepare a report outlining maturity, key focus areas, and investment priorities.
2. Provide strategic and technical guidance, oversight and reviews on technology direction, investment prioritisation and capability uplift, ensuring alignment to strategic directions and best‑practice principles.
3. Lead analysis of business and operating models, market trends and technology advancements to determine impacts on DPS digital strategy and architecture.
4. Develop a technology roadmap that identifies key digital capabilities, platforms and investments required to enhance efficiency, reduce risk and improve customer experience.
5. Anticipate and respond to emerging digital and technology priorities, supporting greater enterprise alignment including shared investments and common platforms.
6. Provide strategic advice to agencies to support a sustainable, connected ecosystem of platforms and services.
7. Manage consultation and negotiation with senior stakeholders, navigating competing priorities in complex and dynamic environments.
8. Uplift staff capability through on‑the‑job skills transfer, mentoring and knowledge sharing.

3. Required Professional / Technical Skills and Knowledge
1. Exceptional leadership capability, integrity, and the ability to form trusted relationships while influencing executive stakeholders.
2. Excellent communication and interpersonal skills, including the ability to translate complex technical concepts for both technical and non‑technical audiences and produce strategic documents and artefacts.
3. Extensive knowledge of emerging technologies, trends, and their applicability across government, including development of operating models, digital roadmaps, capability plans and investment strategies.
4. Strong business acumen with the ability to align technology priorities with government strategic direction.
5. Strong analytical and problem‑solving skills, able to assess complex business and technology challenges and propose actionable, innovative solutions.
6. Significant senior experience across federal, state/local government and/or private sector enterprise environments.

5.Contract Term
The proposed rate should reflect candidate's skills and experience. Candidates should be aware that rates may be negotiated further as part of the selection process.
Maximum hours 7.5 – 8 hours per day
Proposed engagement term: 12 months, with two 12-month options.
6. Security & Compliance
Resources must hold or be eligible for NV1 clearance and comply with confidentiality, PGPA Act, COI, and departmental security policies.
