ABOUT THE COUNCIL

SERVICE REQUIRED

Northern Beaches Council (Council) invites tenders for the carrying out and completion of Minor Works for 2025 001142. The existing air conditioning system serving the Civic Centre dates from approximately 1973 with several modifications that have occurred.

The building is served by two central multi-zone AHU's with economy mode. Heating is provided from electric duct heaters. Cooling is provided from the central refrigeration system and condenser water system as heat rejection. Originally, the air was distributed as a constant volume system.

During approximately 2007, terminal mounted VAV diffusers double deflection grille were added to the building. We understand the VAV diffusers did not operate as intended and have been disconnected from use with the opening fixed to be fully open.

The Level 5 office accommodation has not been adequately served by the existing air conditioning system resulting in uncomfortable temperatures being experienced by staff.

The scope of the works includes HVAC Mechanical, Electrical, BMS, Glazing, Building and Painting works.

The works include but are not limited to the following:

  • Decommissioning and removal of existing AC equipmenttend
  • New pipework and ductwork systems including filters, dampers and valves
  • All associated electrical works and removal of redundant services and switchboards
  • All associated builder's works in connection with Air Conditioning System Upgrade and make good
  • Allow for making good to existing structure, wall and ceiling finishes, glazing including new flashings, sealing to penetrations and waterproofing
  • Allow for all shop drawings for approval prior to installation
  • Allow for full integration with the existing BMS system
  • Testing, commissioning and certification
  • Monthly service inspections and maintenance for a minimum of 12 months during Defects Liability Period (DLP)
  • Maintenance, operation manuals, as-builts and handover documentation

The works are to be carried out strictly in accordance with the requirements in this document. To have tenders considered, contractors will need to ensure that all required information requested in the Request for Tender document is provided.

Expected commencement of works in April 2026

Scored Criteria

  • Schedules F3, F5, F7 and F9 Demonstrated past experience of the Tenderer (including QA and Sustainability) 15%
  • Schedules F10 and F11, Demonstrated experience of Key Personnel and Subcontractors, 15%
  • Schedules F14, Proposed Methodology 30%
  • Schedule of Fees F18, The Fee including Schedule of Lump Sum Fee (90%), Schedule of Rates and Materials (10%), 40%

SITE BRIEFING

A Site briefing will be held on Monday 19th January 2026 at 10am at Dee Why Civic Centre, Dee Why,2099. Respondents should ensure they review all documents and understand the scope of work before attending the briefing.
