Scope of works
Mornington Shire Council has received Regional Precincts and Partnerships Program Stream 1 (GO6311) funding. Stream 1 funding to develop plans which can then be submitted for the Regional Precincts and Partnerships Program Stream 2 (GO6312) program related to precinct development.
This tender is to prepare a master recreational precinct plan, in preparation for submission to RPPP Stream 2. To be considered for Stream 2, projects must demonstrate alignment with the program’s objectives which include:
- Multi-user precincts focused on productive land-use, capturing economic opportunities by revitalising underutilised spaces and infrastructure
- Multi-purpose community precincts that foster social cohesion and economic resilience through strengthening local partnerships
- Place-based and accessible precincts that improve liveability and resilience and position regional industries for sustainable growth
The program is not intended to fund infrastructure projects that are primarily:
- Standalone revitalisation and recreational projects, including individual bike or walking paths, play spaces, and green spaces
- new or upgraded infrastructure for single-purpose healthcare, childcare, aged care, disability, housing or community services.
The types of projects that are not in line with the program intent include:
- Standalone or single-purpose facilities even if these include multiple pieces of infrastructure such as sports fields or facilities, change rooms, youth centres or animal shelters etc).
- proposals with a single applicant that does not demonstrate distinct and genuine partners.
Mornington Shire Council invite tender submissions for all or part of the planning which will then be submitted to Stream 2, for Precinct Development. The scope of works for this tender include the development of a recreational masterplan within the Gununa township, on Mornington Island.
The recreational precinct masterplan should be prepared as a collective suite of projects, each with individual costings. Each project could be a facility such as a splash park, pump park, an outdoor gymnasium, exercise precinct/station, or public open spaces linking defined community locales.
In addition, Council needs to include elements pertaining to sustainable industry, for example, recreational tourism, plastics recycling – as a part of the planned resource recovery centre and sustainably created streetscapes which could be solar powered, with local battery storage. Masterplans must be completed and provided for Mornington Shire Council by 30 June 2026.
Tender applications are invited for development of a comprehensive masterplan, inclusive of:
- structured engagement and collaboration strategies, with key stakeholders/ government/ locals, to ensure relevant contributions, ownership and a genuine community led approach
- defined recreational projects for staged implementation, as a part of the overarching masterplan
- complementary economic development, industry and tourism initiatives
- technical designs, drawings and financial costings including proposed material palettes
- detailed business case, including costs for each component and in total, to be undertaken by a recognised quantitative surveyor, with a full project masterplan cost identified
