About Gandangara Local Aboriginal Land Council (GLALC)
Gandangara Local Aboriginal Land Council (GLALC)’s main objective, for each of our Members, is to improve and protect their social and emotional wellbeing by creating a meaningful connection between us based on mutual respect and understanding. Purpose of the Tender
GLALC invites suitably qualified and experienced consultants or organisations to submit a tender for the provision of Technical Writing and Service Co-Design Services.
The successful tenderer will support GLALC and its related entities, including Gandangara Health Services (GHS), Gandangara Transport Services (GTS and Marumali Pty Ltd., to develop high-quality documentation, funding submissions, service design materials, and governance documentation that underpin program delivery, funding compliance, and strategic growth.
Priority areas include:
1. Grant Writing & Funding Strategy
• Identification of funding opportunities
• Lead drafting of grant applications
• Coordination of supporting documents
• Liaison with funding bodies (as required)
2. Technical, Policy & Strategic Writing
• Policy and procedure development and review
• Board and executive briefing papers
• Procedures, frameworks, and toolkits
• Strategic plans and operational documentation
3. Grant Performance & Acquittals
• Development of performance reports
• Milestone reporting
• Acquittal preparation and submission support
• Outcome measurement frameworks
4. Gandangara Health Services (GHS)
• Program documentation and reporting
• Clinical governance documentation support
• Funding compliance and performance tracking
• GHS Seven-Year Health & Wellbeing Plan
• New and ongoing programs and projects – Including program logic, Model of Care (MoC), and CQI documentation
5. Our People Strategy (2024-2028)
• Action Plan tasks - Workforce and capability documentation
• Policies, procedures, and communications - WHS, psychosocial safety, and governance alignment
6. External Communications
• Stakeholder reports
• Ministerial and agency correspondence
• Public-facing program documentation
• Strategic communications support
7. Cultural Connection Hub – Service Design & Activation
• Service design and operational documentation for Hub programs
• Activity design, scheduling, and rollout frameworks
• Program logic, evaluation, and CQI integration for Hub activities
• Stakeholder coordination and implementation reporting
About You
The successful tenderer will be a highly experienced Senior Technical Writer and Service Co-Design Specialist with a minimum of 10 years’ demonstrated experience delivering high-quality documentation and service design outcomes across complex organisational environments. You will demonstrate a strong ability to produce clear, accurate, and fit-for-purpose written materials that meet government, funding body, and organisational requirements.
You will bring substantial experience working within non-profit, First Peoples, health, and/or government sectors, with demonstrated capability working alongside Aboriginal Community Controlled Organisations (ACCOs) and Aboriginal Community Controlled Health Organisations (ACCHOs). You will show a strong understanding of cultural safety, community-led approaches, and respectful engagement when working with First Peoples communities.
You will have advanced capability in service design and co-design, including the development of program logic, models of care, activity plans, evaluation frameworks, and continuous quality improvement documentation. You will be skilled at translating complex policy, clinical, and program information into plain-language, culturally appropriate, and accessible content.
You will demonstrate strong strategic thinking, exceptional attention to detail, and the ability to manage competing priorities and deadlines. You will work effectively both independently and collaboratively, building productive relationships with senior leaders, cultural advisors, community stakeholders, and external partners.
The successful tenderer will demonstrate a strong commitment to contributing to meaningful, long-term outcomes for First Peoples communities, recognising technical writing and service co-design as critical enablers of equity, self-determination, and improved wellbeing outcomes.
Key Responsibilities
• Grant Writing & Funding Support
Draft, edit, and finalise high-quality grant applications, ensuring compliance with funding body requirements and alignment with GLALC’s strategic objectives and Community, Land & Business Plan.
• Technical & Organisational Documentation
Develop, review, and maintain policies, procedures, frameworks, toolkits, and other organisational documentation to support governance, compliance, and service delivery.
• Service Co-Design & Development
Co-design new services and enhance existing programs and projects in collaboration with cultural experts, leadership, and stakeholders, producing supporting documentation such as program logic, models of care, activity plans, and implementation frameworks.
• Reporting & Submissions
Prepare clear, accurate, and fit-for-purpose reports, submissions, and briefing materials for internal governance bodies, funding agencies, and external stakeholders.
• Quality Assurance & Content Accuracy
Ensure all written materials are accurate, evidence-based, culturally appropriate, and reflective of GLALC’s values, mission, and governance requirements.
• Stakeholder Collaboration
Work closely with GLALC leadership, program teams, and external partners to gather information, validate content, and ensure timely and high-quality deliverables.
Experience & Skills
The successful applicant will demonstrate:
• Extensive, high-level experience (minimum 10 years) as a Senior Technical Writer, preferably within non-profit, First Peoples, health, and/or government sectors.
• Advanced capability in service design and co-design, particularly in partnership with Aboriginal and/or Torres Strait Islander communities.
• Strong grant writing experience, including preparation of competitive submissions and supporting documentation.
• Excellent written and verbal communication skills, with the ability to translate complex information into clear, accessible, and culturally appropriate content.
• High attention to detail with strong organisational, time management, and document control skills.
• Proficiency in Microsoft Office and SharePoint, including document management and version control.
• Sound knowledge of First Peoples’ culture, history, and contemporary challenges, and the ability to apply this knowledge respectfully in professional contexts.
• Demonstrated ability to work collaboratively with diverse stakeholders and build effective working relationships.
• Familiarity with government funding bodies, reporting requirements, and compliance frameworks.
• Capacity to work independently while contributing effectively as part of a multidisciplinary team.
Qualifications
• Bachelor’s degree or higher in a relevant discipline (e.g. English, Communications, Journalism, Service Design, Public Administration, or a related field), or equivalent professional experience.
• Postgraduate qualifications or demonstrated experience in service design, community development, public policy, or related areas are highly regarded.
• Demonstrated cultural capability, including knowledge of First Peoples’ culture, history, and community contexts.

5. Proposed fee structure, including hourly or daily rates and availability
