ABOUT THE CITY OF COFFS HARBOUR (City):
Coffs Harbour is positioned halfway between Sydney and Brisbane. Coffs Harbour is a thriving regional coastal city of approximately 78,000 people and enjoys a unique lifestyle created by its geography and climate. Nestled between coastal slopes of the Great Dividing Range and the 80 kilometres of golden beaches that form its boundaries Coffs Harbour has gained a reputation as a dynamic and rapidly expanding economic hub.
ABOUT THIS EXPRESSION OF INTEREST (EOI):
The City of Coffs Harbour seeking Expressions of Interest from suitably experienced and capable partners to assist in the delivery of affordable housing on certain land owned by the City. This EOI (contract number CON00719) represents the initial procurement stage with an intended second stage consisting of either a formal Request for Tender with more than one invited party or a direct negotiation with one or more parties.
SITE INSPECTIONS
As part of this EOI, the City is offering the opportunity of a site visit to any proponent which can be organised by contacting the Nominated Contact below (see also the Volume 1 document). Site inspections will be offered until 11 February 2026.

EOI enquiries should be directed to Mr Jason Bailey Group Leader Commercial Business via the online forum prior to 5pm AEDST on Wednesday 4 February 2026.
SUBMISSIONS:
Completed EOI responses must be submitted via the electronic tender box only, using the editable MS Word document supplied as Part 3 Response Schedules in the EOI document package.
CLOSING DATE AND TIME:
This EOI closes at 10.00am AEDST on Wednesday 25 February 2026, and EOI submissions must be fully uploaded by this time as the portal cuts off at exactly 10.00am AEDST.
The City is not bound to accept the lowest priced commercial offer or any part of the EOI, and reserves the right to conduct the EOI process and select one or more respondents as it sees most advantageous.
With the exception of the Nominated Contact above, City staff are unable to respond to any enquiries in relation to the EOI. Late, verbal, faxed or emailed submissions will not be accepted. Canvassing of Councillors and members of City staff other than Nominated Contact above by a proponent may render their EOI submission ineligible for evaluation.
