Tender Description

Project goals

The Mobile Speed Camera program(the MSC Program) is being procured to support speed enforcement and road safety across NSW. The procurement will support continued delivery of enforcement services in line with government objectives and provide flexibility to improve the efficiency, cost-effectiveness and safety of the program and consider emerging technologies.

Scope

The scope includes:

  • The supply, deployement and operation of Mobile Speed Cameras across designated enforcement locations statewide in line witha designated schedule.
  • Provision and maintenance of moblile enforcement technology which accurately detects speeding vehicles, evidence capture systems and pre-verification services.
  • Certification, calibration and compliance with evidentiary and legal requiremnts for enforcement.
  • Data management, processing and secure transmission of infringement evidence to TfNSW and Revenue NSW.
  • Operational logistics and support, including recruitment and training of staff, vehicle fit out and maitenance, supply of signage and scheduling to meet enforcement targets.
  • Compliance with government safety and enviornmental standards including vehicle safety ratings and emissions requirements.
  • Improved work health and safety outcomes for operators.
  • Improved sustainablity in service delivery through use of hybrid or lectric vehicles and other technologies.

Opportunity requirements

1. Conditions of Participation

1 Respondent/s camera technology meets mandatory functional, technical and operational requirements or supplier commits gazettal requirements prior to contract award

2 Respondent/s must have relevant experience in the facilitation and/or delivery of automated enforcement services

3 Respondent/s must pbtain an Australian Business Number(ABN) prior to contract award (if one is not already held).

4 Compliance with TfNSW requirements of Work, Health Safety and Quality processes, systems. Demonstrated capacity to manage work, health and safety (WHS) in accordance with the NSW Work Health & Safety management guidelines
