This Tender is invited by the Issuer.
1. Introduction
The Department of Parliamentary Services require the engagement of specialist ICT commercial expertise to support high-value, high-risk ICT procurements, uplift procurement maturity, and provide expert advisory support to complex programs of work. This Statement of Requirements covers:
- Multiple (2 or more ) ICT Procurement Specialists
2. Specialist ICT Procurement Specialist(s) (Multiple 2 or More roles)
Senior ICT Procurement Specialist and ICT Procurement Specialist
Purpose: Deliver end-to-end ICT procurement across high-value, high-risk programs, while uplifting procurement maturity.
Key Responsibilities:
- Deliver complex procurements in accordance with CPRs, PGPA Act and internal frameworks.
- Develop procurement artefacts: SoRs, RFTs, Evaluation Plans, Negotiation Plans.
- Lead evaluations, moderation, and contract negotiations.
- Provide commercial advice to programs.
- Support governance and probity requirements.
- Contribute to procurement maturity uplift, including templates and training.
Required Skills & Experience:
- experience in government (10+ years for Senior ICT procurement Specialist, 5+ years for ICT procurement Specialist)
- Proven experience in high-risk or multi-million dollar procurements.
- Strong CPR, PGPA and panel knowledge.
- Exceptional stakeholder engagement.
Deliverables:
- Procurement Plans, SoRs, RFTs.
- Moderation and evaluation reports.
- Contract negotiation artefacts.
- Monthly status and risk updates.
3. Contract Term
Proposed engagement term: 12 months, with two 12 month options.
4. Reporting Requirements
Resources will report to the Head of Commercial / ICT Commercial Management and Branch Manager Digital Capability and Operations Branch and provide reporting in line with DPS Project and procurement reporting requirements.
5. Security & Compliance
Resources must hold or be eligible for NV1 clearance and comply with confidentiality, PGPA Act, COI, and departmental security policies.
