Tender Description
Height safety and lifting equipment inspections along with roof access and ladder inspections play an important role in the health, safety and welfare of all workers at work. Bundaberg Regional Council (BRC) as the person conducting a business or undertaking (PCBU) has duties under the Work Health and Safety Act 2011, the Work Health and Safety Regulation 2011 and various Codes of Practice to protect the health and safety of all workers at work. To assist BRC to meet their obligations as a PCBU our internal Work Health and Safety (WHS) department have updated and implemented a new Lifting Equipment Procedure that manages the mandatory inspection of height safety, lifting equipment, ladders and roof access systems across council.
BRC's WHS department then consulted extensively with a wide range of stakeholders, including departmental managers, frontline supervisors, and procurement teams. Crucially, this consultation also involved elected Work Health and Safety Representatives (WHSR) and employees directly impacted by the changes to our inspection schedules, as detailed in the updated Lifting Procedure. This comprehensive approach ensured that the revised schedules not only complied with all relevant WHS legislation and industry best practices but also reflected the practical realities and safety concerns of those performing lifting operations, encouraging a strong culture of shared responsibility and proactive hazard management across the organisation.
The implementation of a colour coded three monthly inspection system across Council for lifting and height safety equipment simplifies and standardises the process of inspections for the bulk of BRC’s safety equipment. Other required inspections are ladders on an annual basis and roof access systems on a six monthly basis. This allows BRC to meet or exceed the majority of Standards, Acts and Regulations in the inspection of Heights and Lifting Equipment, Ladders and Roof Access Systems.
The contract will be for an initial 3 year period with the option of one further 2 year extension. Scheduling of the inspections are noted in the documents attached to the Tender.
